BACKGROUND, SCOPE AND METHODOLOGY

Partners for Good (PfG), operating as Intekal for Training Ltd., is implementing the Jordan-Netherlands Tech Connect project with support from the Embassy of the Kingdom of the Netherlands in Jordan. The project runs for 48 months (July 2026 – June 2030) with a total budget of JOD 4,647,506.84.

Project Summary

The Jordan-Netherlands Tech Connect project is a market-enabling initiative that bridges the ICT talent gap faced by Dutch technology SMEs with the underemployed, highly educated digital youth in Jordan. The project creates sustainable commercial partnerships that generate jobs, digital exports, and long-term ecosystem linkages between the two countries.

The project operates through four sequential phases:

  • Inception Phase (Months 1–6): Dual-sided market mapping, 40+ Dutch SME pipeline development, 30 Jordanian SME selection, Letters of Intent.
  • Phase 1 – Readiness (Months 7–24): EU compliance training (GDPR, NIS2, EU AI Act, BWP/BWWP certifications), 500 Jordanian youth trained in 10 digital skills tracks, Dutch business culture and English business communication.
  • Phase 2 – Matchmaking & Pilots (Months 25–36): Innovation challenges, seed-funded pilot projects (up to JOD 10,000 each), commercial exchange visits, Jordan-Netherlands Tech Annual Forum.
  • Phase 3 – Scaling & Institutionalization (Months 37–48): Commercial contracts signed, Jordan-Netherlands Working Group formally established under Jordan Source (MoDEE), EUR 1M+ export value generated, handover to sustainable institutional structures.

Project Targets and Expected Outcomes

  • 30 Jordanian technology SMEs capacitated with EU compliance standards (GDPR, NIS2, EU AI Act, BWP/BWWP).
  • 500 Jordanian youth trained across 10 high-demand digital skills tracks.
  • 15 commercial partnerships established between Jordanian and Dutch companies by project end.
  • 10 commercial contracts signed and active by project end.
  • EUR 1 million in export value generated from Jordanian ICT services to the Netherlands.
  • 150 direct jobs supported or created for Jordanian youth.
  • Jordan-Netherlands Working Group formally established and institutionalized under Jordan Source (MoDEE) by Month 25.

The project engages a rich Dutch stakeholder ecosystem critical to its success. The Netherlands-based positions coordinate closely with:

  • PfG International – PfG’s Dutch-registered entity, providing in‑kind office space and institutional infrastructure in Amsterdam.
  • PUM Netherlands – Resource partner deploying senior Dutch experts for on‑site coaching of Jordanian SMEs (15 expert missions over the project lifetime).
  • RVO (Netherlands Enterprise Agency) – From Year 2, supporting identification of Dutch SMEs interested in international partnerships and aligning with Dutch trade policy.
  • NMBC (Netherlands-MENA Business Council) – Providing network access, B2B connections, sector briefings, and trade mission facilitation.
  • CBI (Centre for Promotion of Sustainable Production and Trade) – Advisory capacity during Inception Phase on market mapping methodology and EU compliance training design.
  • Dutch Tech Sector Associations – NLdigital, Holland FinTech, Tech Leap NL, Holland High Tech, AI Coalition NL, and others.
  • Dutch Chambers of Commerce – Business community outreach and trade mission facilitation.
  • Dutch ICT SMEs – A pipeline of 40+ companies serving as active co‑designers, challenge issuers, and eventual commercial partners.

Both Netherlands-based positions operate from PfG International’s office in Amsterdam, ensuring a credible, professional institutional presence throughout the Netherlands.

ROLE INTRODUCTION

The Dutch-Based Project Liaison serves as the project’s permanent on‑ground representative in the Netherlands. This is a strategic, senior‑level role that enables the Jordan-Netherlands Tech Connect project to maintain a credible and proactive presence in the Dutch business ecosystem throughout all four project phases.

The Liaison is the project’s commercial and institutional face in the Netherlands. This individual cultivates relationships with Dutch technology SMEs, activates strategic partnerships with Dutch ecosystem organizations, and ensures Dutch stakeholders are genuinely engaged and committed partners — not passive recipients of project communications.

Engagement intensity scales significantly across phases: lighter coordination during Inception and Readiness (Years 1–2), and substantially more intensive engagement during Matchmaking, Pilots, and Scaling (Years 3–4), when exchange visits, forums, pilot projects, and commercial contracting are in full operation.

SPECIFIC DUTIES AND RESPONSIBILITIES

1. Dutch SME Relationship Management

  • Build and maintain a qualified pipeline of Dutch technology SMEs interested in collaboration with Jordanian partners, targeting a minimum of 40 engaged companies by end of Year 2.
  • Conduct targeted outreach to Dutch SMEs in validated opportunity sectors identified during the Inception Phase market mapping.
  • Organize and facilitate offline and online briefing sessions for prospective Dutch partners, presenting Jordanian SME capabilities and the project’s commercial value proposition.
  • Maintain ongoing communication with Dutch companies that have signed Letters of Intent, providing regular progress updates on Jordanian SME readiness throughout Phase 1.
  • Coordinate Dutch SME participation in Innovation Challenges during Phase 2, ensuring quality challenge submissions and active involvement in pitch review events.
  • Support Dutch SMEs in conducting due diligence on potential Jordanian partners, providing context, facilitation, and language/cultural bridging as needed.
  • Maintain a CRM-style stakeholder contact database updated monthly and shared with the Partnerships Manager (Amman).

2. Stakeholder and Ecosystem Coordination

  • Serve as primary liaison with PUM Netherlands, coordinating integration of PUM expert missions into the project’s training and capacity‑building timeline and ensuring PUM networks are effectively activated.
  • Coordinate with RVO (Netherlands Enterprise Agency) from Year 2 to align project activities with Dutch development and trade policy and identify additional Dutch SME candidates.
  • Engage NMBC (Netherlands-MENA Business Council) to access business networks, co‑organise B2B sessions, sector briefings, and support trade mission facilitation.
  • Coordinate with CBI during the Inception Phase on market mapping methodology, expert network recommendations, and EU compliance training design input.
  • Engage Dutch sector associations — NLdigital, Holland FinTech, Tech Leap NL, AI Coalition NL, Holland High Tech, and others — to disseminate project opportunities and access sector‑specific networks.
  • Coordinate with Dutch Chambers of Commerce on business community outreach and trade mission facilitation.
  • Manage the relationship with PfG International, ensuring effective use of Amsterdam office infrastructure and institutional support.

3. Event and Exchange Visit Management

  • Lead logistics planning and on‑ground execution for all Netherlands‑based project events, including:
  • Netherlands validation workshop (Inception Phase) — 25 Dutch SME participants.
  • Annual networking events (2 per year, Years 2–4) — 50–80 participants per event.
  • B2B matchmaking sessions (2 per year, Years 2–4) — 30–60 participants per session.
  • Jordan‑Netherlands Tech Annual Forum in Amsterdam (Year 3) — flagship event for 80–120 participants.
  • Innovation Challenge pitch events — coordinating Dutch SME judge panels and event logistics.
  • Coordinate all logistics for Dutch SME discovery visits to Jordan, including pre‑visit briefings, agenda preparation, and Dutch company scheduling.
  • Support incoming Jordanian exchange cohorts visiting the Netherlands (50 technical staff across Years 3–4), including host company scheduling, accommodation coordination, and cultural orientation.

4. Market Intelligence and Reporting

  • Produce one Market Intelligence and Trends Report per year (Years 2–4), analyzing Dutch tech sector developments, partnership opportunities, and evolving Dutch SME interest in Jordanian capabilities.
  • Monitor Dutch policy developments and EU regulatory changes relevant to Jordanian SME readiness (GDPR enforcement, NIS2 implementation, EU AI Act updates).
  • Submit monthly situation reports to the Project Director covering stakeholder engagement, pipeline status, and upcoming event requirements.
  • Contribute Netherlands‑specific content and indicator data to quarterly and annual donor progress reports.

5. Jordan-Netherlands Working Group Support

  • Support establishment of the Jordan-Netherlands Working Group from Month 25, serving as the Dutch‑side secretariat for regular Working Group meetings.
  • Coordinate Dutch member participation, prepare meeting materials, circulate minutes, and track action items.
  • Facilitate Working Group contributions to sector advocacy, collective network events, and new matchmaking rounds.

6. Finance and Compliance Coordination

  • Coordinate with PfG Finance & Administration (Amman) on procurement, vendor management, and financial documentation for all Netherlands‑based expenditures.
  • Ensure Netherlands‑based procurement complies with PfG procurement policies and Dutch Embassy donor requirements.
  • Submit timely financial documentation, receipts, and advance liquidations for all Netherlands‑based activities.
  • Provide operational oversight and coordination support to the Administrative & Procurement Support position (PM.2).

EDUCATION AND EXPERIENCE

  • Bachelor’s degree required; Master’s degree preferred in Business Administration, International Relations, Economics, Information Technology, or a related field.
  • Minimum 8 years of professional experience in business development, international trade, partnership building, or private sector development.
  • Demonstrated experience working with Dutch technology SMEs, tech business networks, or the Dutch startup and scale‑up ecosystem.
  • Proven track record managing multi‑stakeholder relationships across private sector, public sector, and international development contexts.
  • Experience coordinating international events, business delegations, or exchange programs.
  • Familiarity with Dutch government development and trade policy frameworks (BHOS, BZ, RVO programs) is strongly preferred.
  • Prior experience with MENA region markets, particularly Jordan, is an asset.
  • Knowledge of international development programming, results‑based management, and donor reporting is an advantage.

KNOWLEDGE, SKILLS AND ABILITIES

  • Deep professional networks within the Dutch technology ecosystem, business associations, and Dutch SME community.
  • Exceptional relationship‑building and stakeholder engagement skills across private sector, public sector, and international development contexts.
  • Strong intercultural communication skills — ability to bridge Dutch and Jordanian/Arab business cultures effectively and professionally.
  • Ability to work independently and proactively with limited supervision, managing a complex, evolving multi‑stakeholder workload.
  • Strong organizational skills and attention to detail; experience managing event logistics for 25–150+ participants.
  • Understanding of EU compliance requirements relevant to technology companies (GDPR, NIS2, EU AI Act) is an advantage.
  • Entrepreneurial mindset with genuine enthusiasm for Jordan‑Netherlands economic partnership development.
  • Proficient in MS Office Suite and collaboration tools (Teams, Zoom, SharePoint).
  • Willingness and ability to travel to Jordan at least once per year for project events and team coordination.
  • Dutch (native/near‑native) and English (professional) required; Arabic is a significant advantage.

REPORTING AND ACCOUNTABILITY

The Dutch-Based Project Liaison reports directly to the Project Director (Amman). Regular reporting obligations include:

  • Monthly activity and pipeline status reports to the Project Director.
  • Quarterly contributions to donor progress reports with Netherlands‑side engagement data and indicator updates.
