Job summary

Jora Malaysia is seeking a seasoned treasury and credit control professional to oversee cash flow forecasting, banking relations, and HDA compliance across multiple projects and entities in Malaysia.   • Degree in Accounting, Finance or related discipline; professional qualification preferred.

  • Housing Development Account mechanics and HDA 1966 compliance.
  • Balance cost to completion, progress claims, retention and variation order treatment.
  • MFRS 15 revenue recognition for property development, and the distinction between billings, collections and recognised revenue.

Responsibilities

  • Maintain a rolling 13-week and 12-month Group cash flow forecast, built bottom-up by project and consolidated at Group level.
  • Manage all operating, project and HDA across the Group; monitor daily balances and ensure funds are available at the right entity, at the right time.
  • Ensure strict compliance with HDA restrictions under the Housing Development (Control & Licensing) Act 1966 — permitted withdrawals only, proper certification, Form 7F and 7E reporting.
  • Prepare and control the weekly payment run; sequence outflows against certified collections.
  • Manage all banking relationships and the Group facility portfolio: bridging loans, term loans, overdrafts, revolving credits, bank guarantees, performance bonds and Islamic equivalents.
  • Maintain a covenant register with headroom tracked monthly; model forward-looking compliance and elevate any projected breach to the HOD well ahead of the test date.
  • Support new facility applications, refinancing and restructuring exercises.
  • Forecast monthly collections by project, phase and billing stage, and report actual against forecast with variance explained by driver.
  • Track the cash impact of sales rebates and packages; ensure net selling price and margin implications are understood.
  • Model and monitor LAD exposure.
  • Work with Project, Contracts and QS to maintain a live Balance Cost to Completion (BCC) by project, reconciled to the approved budget and updated for variation orders.
  • Forecast construction outflows from certified progress claims, retention sums, release schedules and contractor payment terms; match timing against forecast collections.
  • Monitor GDV/GDC, committed vs incurred cost, and contingency utilisation; flag cost overrun risk to the HOD early.
  • Ensure adequate funding is in place for the balance cost to completion of every live project at all times, and that any funding gap is identified with lead time to act.
  • Verify that drawdowns and HDA withdrawals are properly supported by certified works.
  • Interface with Sales & Marketing on monthly and annual sales targets, take-up rates, launch timing and cancellations; translate the sales plan into collections forecast.
  • Maintain visibility of unsold stock by project, phase and unit type, and its cash flow implications.
  • Report the aggregate cash tied up in unreleased Bumi inventory to HOD as a standing item.
  • Establish and own a single agreed source of truth for sales, billing, collection and cost data, with fixed monthly cut-offs and agreed definitions.
  • Reconcile Sales' collection figures to the Accounts Receivable ledger monthly; investigate and resolve differences.
  • Assist in producing monthly Treasury and Credit Control board pack: cash position, collections vs target, aged debtors by cause, facility utilisation and covenant headroom, cost-to-complete funding status, Bumi release status.
  • Build and maintain reporting that other departments actually use — reducing duplicate data requests rather than adding to them.

REQUIREMENTS

Degree in Accounting, Finance or related discipline; professional qualification (MIA, ACCA, CPA, CIMA, ICAEW) preferred.

Minimum 5 years' relevant experience, with at least 3 years in a treasury or credit control management role.

Property development industry experience is essential.

Experience managing multi-project, multi-entity structures.
