Job summary

RUNJIAN (M) SDN. BHD. is seeking a qualified professional to manage end-to-end tenders in Malaysia, ensuring compliance with CIDB/JKR requirements and coordinating with engineering, finance, and legal teams to develop competitive bids.

The role requires 3+ years in tendering, a strong understanding of local regulations, and excellent bilingual communication in Bahasa Malaysia/English (with Chinese). This position emphasizes accuracy, timely submissions, and risk awareness in a dynamic market.

Qualifications

• Bachelor’s degree or above in Quantity Surveying, Construction Management, Business Management, or a related field.
• 3+ years of experience in tendering, bidding, or commercial support, including at least 2 years in the Malaysian market.
• Familiarity with CIDB contractor registration system, JKR procurement requirements, and applicable tax and employment regulations.
• Fluency in Bahasa Malaysia or English, with ability to translate professional tender documents and strong written/verbal communication in Chinese and English.

• Local Compliance & Qualification Management: ensure compliance with Malaysian laws and CIDB/JKR requirements; renew registrations and licenses.
• Cross-functional Coordination & Bid Development: coordinate with Engineering, Finance, Legal, Supply Chain to consolidate proposals and contracts.
• Market Intelligence & Data Management: monitor tender market trends, pricing strategies, and maintain a database of materials and quotes.
• Post-tender Follow-up: support tender opening, clarification, contract negotiation, and handover after award.

Key Responsibilities

Tender Management: Manage the end-to-end tendering process for local and international engineering and procurement projects in Malaysia, including tender document collection, screening, evaluation, bid preparation, commercial costing, and submission. Ensure all tender documents are complete, accurate, and submitted within the required deadlines.

Local Compliance & Qualification Management: Ensure tender activities comply with applicable Malaysian laws, regulations, and procurement requirements. Coordinate with relevant authorities such as CIDB and JKR, and maintain the validity and timely renewal of the company’s contractor registrations, Gred classifications, licenses, and other required qualifications.

Cross-functional Coordination & Bid Development: Coordinate closely with Engineering, Finance, Legal, Supply Chain, and other internal teams throughout the bidding process. Consolidate technical proposals, commercial quotations, supporting documents, and contract terms to ensure competitive and commercially sound tender submissions.

Market Intelligence & Data Management: Monitor local tender market trends, competitor pricing strategies, and changes in evaluation criteria and procurement practices. Conduct regular bid reviews and maintain a structured database of tender materials, historical pricing, and supplier quotations to improve future bidding efficiency.

Post-tender Follow-up: Support tender opening, evaluation clarification, commercial clarification, and contract negotiation activities. Follow up on contract signing and project handover after award, while identifying and mitigating commercial risks during the tender and pre-contract stages.

Job Requirements

Bachelor’s degree or above in Quantity Surveying, Construction Management, Business Management, or a related field.

3+ years of experience in tendering, bidding, or commercial support, including at least 2 years of hands‑on experience in the Malaysian market. Familiarity with local engineering and procurement tender processes and government approval procedures.

Strong knowledge of Malaysian tendering and procurement compliance requirements, with a good understanding of the CIDB contractor registration system, JKR procurement requirements, and applicable tax and employment regulations. Strong cost estimation and commercial data analysis skills.

Native or fluent in Bahasa Malaysia or English, with excellent written and verbal communication skills in both Chinese and English. Able to independently prepare, review, refine, and translate professional tender and commercial documents.

Strong attention to detail, time management, and ability to work under pressure, with the ability to manage multiple tenders and tight deadlines while maintaining a high standard of quality. Excellent cross‑functional communication and coordination skills.

Preferred Qualifications

Experience in tendering or commercial roles with a leading Malaysian EPCC company, multinational engineering company, or reputable consulting firm.

Malaysian professional qualifications in quantity surveying, relevant CIDB certifications, or PMP certification.

Basic Chinese communication skills and the ability to work effectively with Chinese companies and their local teams in Malaysia.
