Job summary

CSI Global in Kuala Lumpur, Malaysia, is expanding its regional tendering capability and seeks an experienced Tendering Engineer specialized in Master Systems Integration (MSI) and complex MEP/ICT systems.

You will take full ownership of end-to-end techno-commercial proposals for high-profile mission-critical bids across international markets, bridging operations, commercial strategy, and engineering to deliver winning tenders.

Qualifications

• Bachelor’s degree in Electrical, Electronics, ICT, Systems, or Mechanical Engineering.
• 5+ years of techno-commercial tendering experience for large-scale projects.
• Strong knowledge of MSI, ELV, BMS/SCADA, ICT/Enterprise Networks, or Testing & Commissioning.
• Excellent written and spoken English with executive-ready narratives.
• Advanced MS Excel, Word and PowerPoint skills.

Responsibilities

• Bid Strategy & Leadership: Review RFQs, RFPs, ITTs; formulate bid strategies, compliance matrices and risk registers.
• Technical Proposal Development: Author methodologies, execution plans, schedules, interface management and commissioning strategies.
• Commercial Modeling: Build cost build-ups, pricing schedules, cash flow and subcontractor evaluations.
• Cross-Functional Coordination: Align inputs from BIM, engineering, procurement and operations.
• Bid Management & Negotiations: Manage timelines, client clarifications, post-tender presentations and negotiations.
• Knowledge Governance: Maintain bid libraries, templates and propose AI workflow integrations.

The Opportunity

We are expanding our regional tendering capabilities in Malaysia and seeking an experienced Tendering Engineer specialized in Master Systems Integration (MSI) and complex MEP/ICT systems.

In this role, you will take full ownership of end-to-end techno-commercial proposals for high-profile mission-critical, aviation, and data center bids across international markets. You will bridge operations, commercial strategy, and engineering to deliver winning, high-precision tenders.

Key Responsibilities

• Bid Strategy & Leadership: Review RFQs, RFPs, and ITTs to formulate bid strategies, compliance matrices, assumptions, exclusions, and risk registers.
• Technical Proposal Development: Author comprehensive technical methodologies, execution plans, schedules, interface management, and testing & commissioning strategies across complex systems (MSI, ELV, ICT, BMS, SCADA, OT).
• Commercial Modeling & Cost Estimation: Build robust commercial bid packages, including engineering man-hour estimates, cost build-ups, pricing schedules, cash flow projections, and subcontractor package evaluations.
• Cross-Functional Coordination: Collaborate with discipline leads (BIM, engineering, digital twin, procurement, and operations) to synthesize technical inputs into coherent bid deliverables.
• Bid Management & Negotiations: Coordinate end-to-end bid timelines, internal reviews, client clarification responses, post-tender presentations, and commercial negotiations.
• Knowledge Governance: Optimize and maintain bid knowledge bases, CV libraries, templates, and integrate modern proposal tools/AI workflows to streamline delivery.

What We Are Looking For

Must-Have:

• Education: Bachelor’s Degree in Electrical, Electronics, ICT, Systems, or Mechanical Engineering.
• Experience: 5+ years of demonstrable experience in techno-commercial tendering, bid preparation, and cost build-up for large-scale engineering/infrastructure projects.
• Technical Domain: Strong working knowledge in at least two of the following: Master Systems Integration (MSI), ELV, BMS/SCADA, ICT/Enterprise Networks, or Testing & Commissioning.
• Communication: Exceptional written and spoken English, with proven ability to author executive-ready technical narratives.
• Tools: Advanced proficiency in MS Excel (advanced modeling/pricing formulas), Word, and PowerPoint.

Nice-to-Have:

• Direct project experience within Data Centers, Airports/Aviation, or Mission-Critical Facilities.
• Familiarity with planning and estimation tools (Primavera P6 or MS Project) and drawing review software (Bluebeam, Visio).
• Working knowledge of FIDIC conditions of contract.
• Experience utilizing proposal automation platforms, structured knowledge repositories, or AI workflows in bid engineering.
