Job summary

TechTalent is seeking an experienced Business Development Manager to expand our staffing and recruitment services in Malaysia. You will drive new client acquisition across permanent recruitment, contract staffing, and project hiring, building a robust pipeline and strategic partnerships.

This hybrid, permanent role requires 2–5 years in BD or sales within staffing, strong Mandarin and English, and the ability to manage the full sales cycle from prospecting to closure.

Qualifications

• Diploma or equivalent in a related discipline.
• Applicants must have the legal right to work in Malaysia. Visa sponsorship is not available for this position.
• Good working proficiency in English.
• 2–5 years of business development or sales experience within staffing or recruitment.
• Proven experience in new business development and client acquisition.
• Strong understanding of recruitment and staffing business models.
• Experience selling recruitment, staffing, workforce, or related professional services.
• Strong prospecting, cold calling, networking, presentation, negotiation, and closing skills.
• Ability to independently manage the full business development lifecycle.
• Commercially driven and comfortable working towards sales and revenue targets.
• Good understanding of the Malaysian recruitment and business market.
• Strong Mandarin communication skills – both written and spoken are mandatory.

Responsibilities

• Drive new client acquisition across the Malaysian market for permanent recruitment, contract staffing, project hiring, and workforce solutions.
• Generate business through cold calling, LinkedIn outreach, networking, referrals, and client meetings.
• Build and maintain a strong pipeline of qualified opportunities.
• Develop and manage relationships with HR, Talent Acquisition, Procurement, Hiring Managers, and senior business leaders.
• Understand client hiring challenges and recommend suitable recruitment or staffing solutions.
• Manage the full sales cycle from prospecting, qualification, proposal, negotiation, to closure.
• Prepare proposals, presentations, quotations, and commercial solutions.
• Negotiate recruitment fees, staffing rates, contracts, and service agreements.
• Collaborate closely with recruitment teams to ensure successful delivery after securing new accounts.
• Achieve agreed new business, revenue, gross profit, and client acquisition targets.
• Promote a range of solutions including Permanent Recruitment, Contract Staffing, IT & Engineering Staffing, Project-Based Hiring, Talent Mapping & Market Intelligence, Managed Recruitment/Workforce Solutions, and Agentic Recruitment AI Solutions.
• Introduce clients to Agentic Recruitment AI solutions to help organisations improve and automate recruitment processes such as candidate sourcing, screening, workflow automation, engagement, interview coordination, and analytics.
