Job summary

ELSA is seeking a Liaison Officer for a 3-4 month contract in Shah Alam, Central Region. You will oversee civil-scope site activities, ensure HSE and quality compliance, and coordinate among contractors and the Project Management Team to maintain schedule and handovers.

The role requires a Diploma/Degree in Engineering, 3+ years in Oil & Gas projects, and familiarity with PEDMS/Navisworks; CIDB registration and OGSP are preferred.

Qualifications

• Diploma or Degree in Engineering discipline.
• Minimum 3 Years in Oil & Gas Project (Onshore/Offshore Construction)
• Familiar with PEDMS (advantage)
• Familiar with Modelling Software (e.g., Navisworks) (advantage)
• Familiar in various aspects of Onshore/Offshore Construction execution
• Microsoft Office (Word/Excel/Power Point)
• Registered with CIDB
• Have valid OGSP

Responsibilities

• Oversee site construction activities to ensure compliance with project requirements for HSE, quality, schedule, and cost across construction, installation, testing, and pre-commissioning phases up to Mechanical Completion.
• Maintain a safe and healthy work environment by implementing HSE standards, reviewing method statements and JHA, conducting site surveillance, toolbox meetings, PTW/JHA spot checks, and weekly HSE walkabouts.
• Coordinate Construction Supervisors and daily site activities to ensure progress aligns with the project schedule and planned work sequence.
• Plan and coordinate site activities based on material delivery schedules, resource requirements, site conditions, and work priorities.
• Coordinate activities across different disciplines and between Contractors and the Project Management Team to resolve site issues, manage handovers, and maintain smooth project execution.
