Job summary

Elsa Energy Sdn Bhd is seeking a Liaison Officer to oversee site construction activities, ensure HSE compliance, and coordinate multiple teams through the 3–4 month contract in Shah Alam. The ideal candidate holds an engineering degree or diploma with 3+ years in Oil & Gas projects, and is familiar with PEDMS, Navisworks, CIDB, and OGSP.

Proficiency in MS Office is required. The role focuses on maintaining safety, coordinating supervisors, and ensuring smooth handovers as the project progresses

Qualifications

• Diploma or degree in Engineering.
• Minimum 3 years in Oil & Gas project (onshore/offshore).
• Familiar with PEDMS; Navisworks experience is preferred.
• CIDB registration and OGSP validity are required.
• Proficiency in MS Office (Word/Excel/PowerPoint).

Responsibilities

• Oversee site construction activities to ensure HSE, quality, schedule and cost compliance up to Mechanical Completion.
• Maintain a safe work environment by implementing HSE standards, reviewing M statements and JHA, conducting site surveillance and weekly walkabouts.
• Coordinate Construction Supervisors and daily site activities to align with project schedule.
• Plan and coordinate site activities based on material delivery, resources, conditions and priorities.
• Coordinate across disciplines and between Contractors and PMT to resolve site issues and manage handovers.

Position : Liaison Officer

Location : Central Region (Shah Alam)

Contract Period : 3 - 4 months

Scope of Works:

• Oversee site construction activities to ensure compliance with project requirements for HSE, quality, schedule, and cost across construction, installation, testing, and pre-commissioning phases up to Mechanical Completion.
• Maintain a safe and healthy work environment by implementing HSE standards, reviewing method statements and JHA, conducting site surveillance, toolbox meetings, PTW/JHA spot checks, and weekly HSE walkabouts.
• Coordinate Construction Supervisors and daily site activities to ensure progress aligns with the project schedule and planned work sequence.
• Plan and coordinate site activities based on material delivery schedules, resource requirements, site conditions, and work priorities.
• Coordinate activities across different disciplines and between Contractors and the Project Management Team to resolve site issues, manage handovers, and maintain smooth project execution.

Requirement(s):

• Diploma in Engineering discipline OR Degree in Engineering discipline
• Minimum 3 Years in Oil & Gas Project (Onshore/Offshore Construction
• Familiar with PEDMS (advantage)
• Familiar with Modelling Software (e.g., Naviswork) (advantage)
• Familiar in various aspects of Onshore/Offshore Construction execution
• Skill and familiar with Microsoft Office (Word/Excel/Power Point)
• Registered with CIDB
• Have valid OGSP
