Job summary

Elsa Talent Solutions Sdn. Bhd. is seeking a Liaison Officer for on-site supervision in Shah Alam within a 3–4 month contract. You will oversee construction activities, ensure HSE compliance, and coordinate between Contractors and the Project Management Team to support timely handovers.

The ideal candidate holds a Diploma or Degree in Engineering with 3+ years in Oil & Gas projects (onshore/offshore) and is familiar with PEDMS and Navisworks. CIDB registration and OGSP are preferred.

Qualifications

• Diploma or degree in engineering field.
• Minimum 3 years in Oil & Gas onshore/offshore construction.
• Familiar with PEDMS (advantage).
• Familiar with Navisworks (advantage).
• CIDB registration.
• OGSP valid.

Responsibilities

• Oversee site construction activities to ensure compliance with HSE, quality, schedule, and cost across construction, installation, testing, and pre-commissioning phases up to Mechanical Completion.
• Maintain a safe and healthy work environment by implementing HSE standards, reviewing method statements and JHA, conducting site surveillance, toolbox meetings, PTW/JHA spot checks, and weekly HSE walkabouts.
• Coordinate Construction Supervisors and daily site activities to ensure progress aligns with the project schedule and planned work sequence.
• Plan and coordinate site activities based on material delivery schedules, resource requirements, site conditions, and work priorities.
• Coordinate activities across different disciplines and between Contractors and the Project Management Team to resolve site issues, manage handovers, and maintain smooth project execution.

• Minimum 3 Years in Oil & Gas Project (Onshore/Offshore Construction
• Familiar with PEDMS (advantage)
• Familiar with Modelling Software (e.g., Naviswork) (advantage)
• Familiar in various aspects of Onshore/Offshore Construction execution
• Skill and familiar with Microsoft Office (Word/Excel/Power Point)
• Registered with CIDB
• Have valid OGSP
