Job summary

Jora Malaysia seeks a Senior M&E Engineer / Assistant Project Manager to lead design management, utility coordination, and construction oversight for industrial, logistics, warehouse, and commercial developments. The role ensures M&E systems are designed, installed, tested and handed over in line with requirements, budget, and program.

The candidate will support the Project Manager, coordinate with internal teams, and drive testing, commissioning and handover activities across multiple projects

Qualifications

  • Bachelor's Degree in Electrical or Mechanical Engineering.
  • Minimum 5 years of relevant experience in property development, consultancy or construction industry.
  • Minimum 8 years of relevant experience; capable of coordinating M&E packages independently from design to handover.

The Senior M&E Engineer / Assistant Project Manager (M&E) is responsible for managing and coordinating all Mechanical and Electrical works throughout the project lifecycle, from design development, authority submissions, tendering, construction, testing and commissioning, CCC, handover and DLP.

The role supports the Project Manager in ensuring all M&E systems are properly designed, coordinated, installed, tested and handed over in accordance with project requirements, statutory requirements, approved drawings, specifications, budget and programme.

This role is suitable for industrial, logistics, warehouse, commercial and mixed-use development projects, with key focus on building services, utility infrastructure, authority approvals and tenant handover requirements.

KEY RESPONSIBILITIES
1. Design Management and Technical Review
  • Coordinate with M&E consultants during design, tender and construction stages.
  • Review M&E design drawings, specifications, calculations and technical proposals.
  • Ensure M&E design is practical, cost-effective, maintainable and aligned with project requirements.
  • Review and coordinate systems including electrical, ACMV, fire protection, plumbing and sanitary, ELV, ICT, security, lift, solar PV and utility infrastructure.
  • Coordinate M&E services with architectural, C&S and infrastructure works to avoid clashes and abortive works.
  • Review BIM, CSD, shop drawings, penetration drawings and builders works requirements.
  • Review tenant technical requirements and fit-out submissions where applicable.
2. Authority and Utility Coordination
  • Coordinate with consultants and contractors on submissions to relevant authorities and utility providers.
  • Monitor approval status for TNB, BOMBA, IWK, water authority, telecommunication providers and local council requirements.
  • Support the project team in obtaining authority clearance, testing approvals and CCC-related documentation.
  • Coordinate utility infrastructure requirements including substations, transformer rooms, switch rooms, generator systems, water tanks, pump rooms, STP and incoming services.
3. Tender and Procurement Support
  • Assist in preparing M&E scope of works, technical specifications and tender requirements.
  • Review tender submissions from M&E contractors, vendors and specialist suppliers.
  • Evaluate technical compliance of proposed systems, equipment and materials.
  • Attend tender interviews and clarification meetings.
  • Support technical recommendation for contractor and supplier appointment.
  • Assist QS and Contracts team in reviewing M&E-related cost items, exclusions and qualifications.
4. Construction Management
  • Monitor M&E site progress against the approved project programme.
  • Conduct regular site inspections to check quality, workmanship and compliance with approved drawings.
  • Coordinate M&E works with C&S, architectural, infrastructure and tenant-related works.
  • Resolve site technical issues and coordinate timely responses from consultants and contractors.
  • Monitor contractor manpower, material delivery, installation sequence and work quality.
  • Attend site progress meetings, technical meetings and M&E coordination meetings.
  • Ensure proper documentation of site instructions, RFIs, inspections, non-compliances and rectification works.
5. Cost Control and Variation Review
  • Assist in reviewing M&E budget, cost plan and package estimates.
  • Review M&E variation orders, change requests and technical justifications.
  • Support QS team in reviewing M&E progress claims and payment recommendations.
  • Identify potential cost impact arising from design changes, site issues or tenant requirements.
  • Propose value engineering options where appropriate without compromising safety, compliance or maintainability.
6. Testing, Commissioning and Handover
  • Coordinate testing and commissioning activities for all M&E systems.
  • Review testing procedures, commissioning plans and test reports.
  • Witness testing and commissioning where required.
  • Monitor closure of defects, punch list items and outstanding M&E works.
  • Review as-built drawings, O&M manuals, warranties, spare parts list, maintenance requirements and authority certificates.
  • Support handover to Facilities Management, Asset Management, tenants and end users.
  • Assist in managing DLP matters and follow up on defect rectification.
7. Sustainability and Operational Efficiency
  • Support GreenRE, ESG, energy efficiency or sustainability-related requirements where applicable.
  • Review energy-saving systems and operational efficiency proposals.
  • Coordinate solar PV, smart metering, BMS, energy monitoring or other sustainability initiatives where required.
  • Ensure M&E design and installation are practical for long-term building operation and maintenance.
8. Project Management Support
  • Assist the Project Manager in overall project planning, coordination and delivery.
  • Prepare project updates, technical reports and management reporting inputs.
  • Track M&E risks, outstanding issues, authority matters and critical milestones.
  • Coordinate with internal teams including Development, Contracts, Finance, Asset Management and Facilities Management.
  • Support tenant coordination, handover planning and operational readiness.
  • Carry out other project-related duties assigned by management.
REQUIREMENTS
Education

Bachelor's Degree in Electrical Engineering or Mechanical Engineering.

Professional Qualifications (Optional)

Registered Professional Engineer (PE/Ir.) preferred. Membership of BEM, IEM or equivalent professional body is an added advantage.

Minimum 5 years of relevant experience in property development, consultancy or construction industry. Experience in industrial, logistics, warehouse, commercial or mixed-use development projects will be an added advantage. Familiar with M&E design coordination, site supervision, authority requirements, testing and commissioning.

Minimum 8 years of relevant experience in property development, consultancy or construction industry. Experience managing M&E packages independently from design stage to project completion. Able to coordinate consultants, contractors, authorities, utility providers and internal stakeholders. Experience supporting project planning, budget control, tender review, construction monitoring and handover.
