Job summary

Qualifications

• Requires Bachelor’s degree in Human Resources, Business Administration, Industrial Relations, Psychology, or related disciplines.
• Minimum 10 years of HR experience, including at least 3 years in a managerial or HR business partnering role.
• Experience in Construction, EPC, Engineering, Manufacturing, Industrial Equipment, Data Center, or project-based environments.
• Fluent in Mandarin and English; willingness to travel to Johor Bahru, Pasir Gudang, and project locations.

Responsibilities

• Lead end-to-end recruitment for engineering, project site, manufacturing, and technical positions.
• Partner with business leaders on workforce planning, manpower requirements, and hiring strategies.
• Strengthen employer branding and recruitment effectiveness to support expansion.
• Lead and develop HR team across Malaysia, including Johor Bahru and project sites.
• Review, standardize, and enhance HR policies, processes, and systems.
• Ensure compliance with Malaysian employment laws and TECO Group HR policies.
• Support organizational development, succession planning, and HR governance initiatives.
• Improve employee engagement, performance management, retention, and compensation practices.
• Manage employee relations matters, disciplinary cases, and workplace communications.
• Act as HR liaison between local management, project teams, and TECO HQ.

This role will oversee recruitment, HR operations, organizational development, and HR governance while partnering closely with business leaders, project teams, and TECO HQ. The successful candidate will also lead the existing HR team and drive continuous improvement of HR systems, policies, and people practices.
