InvestPenang seeks a Senior Executive to assist the Programme Director in implementing and coordinating the Penang Research & Incubation Space under PSD@5KM+.

The role involves coordinating activities, incubatee onboarding, resource management, stakeholder engagement and reporting, with focus on delivering milestones and ensuring smooth operations across teams.

Qualifications

• Bachelor’s degree in Engineering, Technology Management, Business Administration or a related discipline.
• At least three years of relevant programme coordination experience.
• Exposure to the semiconductor or IC design ecosystem would be an advantage.
• Strong coordination, organisation and follow-up skills.
• Good stakeholder engagement and communication skills.

Responsibilities

• Coordinate programme activities, meetings, workshops and stakeholder engagements.
• Monitor work plans, timelines and follow-up actions.
• Prepare correspondence, meeting materials, presentations and programme updates.
• Incubatee Support: onboarding and day-to-day support of incubatees.
• Maintain records of incubatees’ performance against milestones and outcomes.
• Coordinate incubatee requests with collaborators, mentors and service providers.
• Highlight delays, non-compliance or issues requiring attention.
• Laboratories and Technology Resources: access, utilisation and maintenance follow-up.
• Coordinate ecosystem activities with technology collaborators, mentors and partners.
• Arrange mentorship sessions, technical consultations and knowledge sharing.
• Support industry engagements, research collaborations and development activities.
• Administration and Reporting: KPI data collection and programme reporting.
• Manage programme team, responsibilities and delivery quality.

Job description

The Senior Executive will support the Programme Director in implementing and coordinating the Penang Research & Incubation Space under the Penang Silicon Design @5KM+ (PSD@5KM+) initiative.

The Senior Executive will also work closely with the Head of the Digital Economy and Services Division on programme coordination, incubatee support, stakeholder engagement, monitoring and reporting.

Key Responsibilities:

Coordinate programme activities, meetings, workshops and stakeholder engagements.

Monitor work plans, timelines and follow-up actions.

Prepare correspondence, meeting materials, presentations and programme updates.

Incubatee Support

Coordinate the onboarding and day-to-day support of approved incubatees.

Maintain records of incubatees’ performance against agreed milestones, commitments and outcomes.

Coordinate incubatees’ requests with relevant collaborators, mentors, partners and service providers.

Highlight delays, non-compliance or other issues requiring attention.

Laboratories and Technology Resources

Coordinate access to shared and individual incubatee laboratories, EDA tools, equipment and other resources.

Maintain records of laboratory and technology-resource utilisation.

Follow up on maintenance, security, safety and technical-support matters.

Ecosystem Support

Coordinate activities involving technology collaborators, mentors, semiconductor companies, academic institutions and other programme partners.

Arrange mentorship sessions, technical consultations, workshops, training and knowledge-sharing activities.

Support industry engagements, research collaborations, technology development and commercialisation activities.

Administration and Reporting

Maintain accurate programme, incubatee, stakeholder and supporting records.

Assist with procurement, payment and other administrative documentation.

Collect and verify KPI data and assist in preparing programme reports.

Perform other related duties as assigned by the Programme Director, Head of the Digital Economy and Services Division or Management.

Team and Resource Management

Manage and supervise the programme team, assign responsibilities and monitor the delivery and quality of programme activities.

Support the recruitment, development and retention of relevant talent required for the effective operation of the programme.

Foster a professional, collaborative and performance-driven working environment.

Coordinate consultants, collaborators, mentors, technical specialists and service providers engaged by the programme.

Ensure resources are deployed effectively to support programme priorities and incubatee requirements.

Perform other related duties as assigned by the Chief Executive Officer or Management.

Qualifications and Experience

Bachelor’s degree in Engineering, Technology Management, Business Administration or a related discipline.

Preferably at least three years of relevant experience in programme coordination, the technology industry, incubation or project administration.

Exposure to the semiconductor or IC design ecosystem would be an advantage.

Strong coordination, organisation and follow-up skills.

Good stakeholder engagement and communication skills.

Good analytical, reporting and problem-solving abilities.

Proficient in Microsoft Word, Excel and PowerPoint.

Good written and verbal communication skills in English and Bahasa Malaysia.

Professional, responsible, detail-oriented and able to work independently.
