Job summary

Hartalega NGC Sdn Bhd is seeking a Learning and Development Executive to maintain, administer, and optimise L&D strategies, systems, and programs to strengthen organizational capability and build a highly competent workforce.

Responsibilities include leading the annual TNA and training plan, LMS optimisation, delivering leadership and OJT programs, managing vendors, and guiding junior team members. The role supports cross-site capability building within a growing nitrile gloves manufacturer.

Qualifications

  • Bachelor’s or Master’s degree in a related field.
  • Minimum 4 years of relevant Learning and Development experience.
  • Proficient in Microsoft Office for reporting and analytics.
  • Experience in managing training functions with facilitation capabilities.
  • Strong knowledge of instructional design, adult learning, training needs analysis, and e-learning/LMS.

Responsibilities

  • Lead the annual Training Needs Analysis (TNA) and training plan development, including budget management.
  • Oversee LMS optimisation and design, deliver leadership, soft skills and OJT programs.
  • Drive Accelerated Development and Supervisor Development initiatives with innovative learning solutions.
  • Manage external training vendors and collaborate with managers on interventions.
  • Lead cross-functional L&D projects to support capability building across sites.
  • Conduct training audits and evaluations; maintain L&D policies and governance documents.
  • Mentor and supervise junior L&D staff (E3 level and below).
  • Participate in broader HR initiatives and cross-departmental projects.
  • Handle additional L&D tasks to support departmental objectives.

Job description

Maintain, administer, and optimise Learning and Development strategies, systems, and programs to strengthen organizational capability and build a highly competent workforce.

Responsibilities
  • 1. Lead the annual Training Needs Analysis (TNA) and training plan development, including management of the LnD departmental budget.
  • 2. Oversee Learning Management System (LMS) optimisation and design, develop, and deliver leadership, soft skills, and on-the-job training (OJT) programs.
  • 3. Drive Accelerated Development and Supervisor Development initiatives while proposing and implementing innovative learning solutions.
  • 4. Manage external training vendors and partners, and collaborate with managers to deploy effective training interventions.
  • 5. Lead cross-functional Learning and Development projects to support capability building, integration, and workforce upskilling across sites.
  • 6. Conduct training audits and evaluations, serve as the primary audit liaison, and maintain LnD policies, procedures, and governance documentation.
  • 7. Mentor, guide, and supervise junior Learning and Development team members (E3 level and below).
  • 8. Participate actively in broader HR initiatives and cross-departmental projects as required.
  • 9. Manage additional Learning and Development tasks assigned by superiors to support departmental objectives.
Qualification and Experience
  • 1. Bachelor’s or Master’s degree in a related field.
  • 2. Minimum 4 years of relevant experience in Learning and Development or similar roles.
  • 3. Proficient in Microsoft Office applications for reporting, documentation, and analysis.
  • 4. Experienced in managing training functions with intermediate to advanced facilitation capabilities.
  • 5. Strong proficiency in instructional design principles, adult learning methodologies, training needs analysis, and e-learning platforms including Learning Management Systems (LMS).
  • 6. Exposure to HR service quality management and HR policy or legislative framework administration is an added advantage.
