Hartalega NGC Sdn Bhd is seeking a seasoned governance and PMO leader for the Project & Technology Department in Malaysia. You will drive the project governance framework, oversee PMO transformation, and ensure compliance with regulatory standards while coordinating with consultants and authorities.
You will lead strategic planning, performance reporting, and cross‑functional collaboration to improve departmental efficiency.
Drive the governance and project planning framework for the Project and Technology Department by maintaining compliance, transparency, and efficiency through standardized documentation, process improvement, and accurate performance reporting.
Drive PMO transformation roadmap and strategy by looking into system design, transformation plan, department governance improvement and upholding company policy, SOP and standards.
Serve as the primary technical lead for Civil and Structural consultancy and authority liaison, overseeing the alignment of project designs with statutory requirements, managing professional submissions, and directing civil execution works on site.
Responsibilities
Lead and Coordinate the PMO transformation roadmap and division improvement strategy, driving automation and system design to enhance departmental efficiency.
Lead the Civil and Structural (C and S) framework and authority compliance section, acting as the primary lead for technical discussions with consultants and statutory agencies.
Establish and enforce departmental governance, ensuring all project workflows, policies, and SOPs align with corporate and regulatory standards.
Drive strategic planning and continuous improvement initiatives, utilizing performance-tracking dashboards to optimize departmental KPIs and project data.
Monitor budget utilization and resolve financial discrepancies by coordinating with Finance, Procurement, and C-suite stakeholders.
Direct the preparation and issuance of all official correspondences to authorities and external agencies to ensure seamless project approvals.
Foster organizational synergy by coordinating governance and technical requirements across operational, support, and project teams.
Oversee minor civil execution works on-site while ensuring structural designs meet both technical integrity and statutory requirements.
Proactively identify and evaluate systemic bottlenecks, implementing automation and process improvements to remove operational hurdles.
Enable high-performance team culture by identifying development needs and coordinating with HR to build competencies within the project planning function.
Qualification and Experience
Bachelor’s Degree in Engineering (Mechanical, Electrical, Chemical, or related field).
Minimum 8 years of experience in engineering governance, project management, or related technical functions.
Strong knowledge of project governance frameworks, operational efficiency systems, and compliance requirements.
High proficiency in data interpretation, business performance analysis, and translating insights into actionable recommendations.
Experience in resource planning, workload management, and developing staff capability within technical teams.
Competence in preparing departmental reports, proposals, and management-level presentations.
