Job summary

Hartalega NGC Sdn Bhd is seeking a Senior Executive - HR Center of Excellence (Learning & Development) to maintain, optimise, and elevate L&D strategies and systems across our operations in Malaysia. You will build a highly capable workforce by driving leadership development, OJT programs, and e-learning initiatives.

The role leads TNA and budgeting, manages LMS design and audits, and partners with managers to deploy impactful training interventions.

Qualifications

• Bachelor's or master's degree in a related field.
• Minimum 4 years of relevant experience in Learning and Development.
• Proficient in MS Office and LMS platforms.
• Experienced in instructional design and adult learning methods.

Responsibilities

• Lead the annual Training Needs Analysis (TNA) and training plan development, including management of the LnD departmental budget.
• Oversee LMS optimisation and design, develop, and deliver leadership, soft skills, and OJT programs.
• Drive Accelerated Development and Supervisor Development initiatives with innovative learning solutions.
• Manage external training vendors and partners, and collaborate with managers to deploy training interventions.
• Lead cross-functional LnD projects to support capability building and workforce upskilling across sites.
• Conduct training audits and evaluations, serve as audit liaison, and maintain LnD policies and governance.
• Mentor, guide, and supervise junior LnD team members (E3 and below).
• Participate in broader HR initiatives and cross-departmental projects as required.
• Manage additional LnD tasks to support departmental objectives.

Maintain, administer, and optimise Learning and Development strategies, systems, and programs to strengthen organizational capability and build a highly competent workforce.

Responsibilities

• Lead the annual Training Needs Analysis (TNA) and training plan development, including management of the LnD departmental budget.
• Oversee Learning Management System (LMS) optimisation and design, develop, and deliver leadership, soft skills, and on-the-job training (OJT) programs.
• Drive Accelerated Development and Supervisor Development initiatives while proposing and implementing innovative learning solutions.
• Manage external training vendors and partners, and collaborate with managers to deploy effective training interventions.
• Lead cross-functional Learning and Development projects to support capability building, integration, and workforce upskilling across sites.
• Conduct training audits and evaluations, serve as the primary audit liaison, and maintain LnD policies, procedures, and governance documentation.
• Mentor, guide, and supervise junior Learning and Development team members (E3 level and below).
• Participate actively in broader HR initiatives and cross-departmental projects as required.
• Manage additional Learning and Development tasks assigned by superiors to support departmental objectives.

Qualification and Experience

• Bachelor's or Master's degree in a related field.
• Minimum 4 years of relevant experience in Learning and Development or similar roles.
• Proficient in Microsoft Office applications for reporting, documentation, and analysis.
• Experienced in managing training functions with intermediate to advanced facilitation capabilities.
• Strong proficiency in instructional design principles, adult learning methodologies, training needs analysis, and e-learning platforms including Learning Management Systems (LMS).
• Exposure to HR service quality management and HR policy or legislative framework administration is an added advantage.
