Foresight Asia Pacific Sdn. Bhd. (FAP) in Penang is seeking a Section Manager, Facility & Maintenance to lead the facilities, utilities, machine assets and building systems, driving preventive maintenance and reliability.
You will manage budgets, ensure regulatory compliance with DOE/DOSH/BOMBA and local councils, and build a high-performing team to minimize downtime and support the semiconductor-capable manufacturing site.
The Section Manager, Facility & Maintenance is responsible for the strategic leadership, operational oversight, and continuous improvement of the company’s facilities, utilities, manufacturing equipment, and building systems. This role drives the execution of comprehensive maintenance strategies, ensures full regulatory compliance, manages substantial budgets, and leads a high-performing engineering and technical team. The Section Manager plays a critical role in minimizing manufacturing downtime, maximizing asset reliability, and fostering a safe, sustainable, and cost-effective operational environment.
Key Responsibilities
1. Strategic Facility & Operations Management
Department Leadership: Direct and oversee daily facility operations, including building infrastructure, industrial utilities, landscaping, hazardous waste management, and security systems.
Space & Infrastructure Planning: Lead strategic space utilization, facility layout planning, and major office or factory floor relocations and renovations.
Vendor & Service Management: Establish service level agreements (SLAs) and oversee external service providers for essential factory services (pest control, janitorial, security).
2. Engineering, Reliability & Equipment Management
Maintenance Strategy: Establish and govern the preventive, predictive, and corrective maintenance frameworks for complex mechanical, electrical, plumbing (MEP), and industrial HVAC systems.
Manufacturing Asset Optimization: Manage the breakdown, troubleshooting, and recovery protocols for all critical building systems and industrial machinery—with a specific focus on CNC Machine Maintenance—to minimal production downtime.
Lifecycle & Inventory Control: Oversee the implementation of reliable tracking mechanisms for maintenance logs, equipment lifecycle management, critical spare parts inventory, and engineering consumables.
3. Regulatory Compliance & EHS Leadership
Statutory Compliance: Act as the primary custodian for all facility-related legal and regulatory requirements, ensuring full compliance with DOE, DOSH, BOMBA, and local municipal councils.
EHS Advocacy: Champion Environment, Health, and Safety (EHS) programs, actively spearheading internal safety audits, regulatory inspections, and risk assessment protocols.
Permit & License Governance: Secure and maintain all statutory licenses, building permits, and mandatory safety certifications.
4. Financial Governance & Cost Control
Budget Accountability: Formulate, justify, and manage the annual operational and capital expenditure (OPEX & CAPEX) budgets for the facilities and maintenance section.
Strategic Procurement: Lead vendor evaluation, contract negotiations, and procurement strategies to drive cost efficiency without compromising quality.
Sustainability & Efficiency: Identify, propose, and implement high-impact initiatives aimed at reducing utility consumption and overall facility operational costs.
CAPEX Projects: Lead major facility improvement projects, energy-saving initiatives, and large-scale manufacturing equipment upgrades from conception to commissioning.
Operational Excellence: Drive continuous improvement methodologies (e.g., Lean, 5S, Six Sigma) to enhance maintenance reliability, asset lifecycle, and team productivity.
Cross-Functional Collaboration: Align section goals with production, procurement, and administrative departments to seamlessly support plant operations.
Education: Bachelor’s Degree in Engineering (Mechanical, Electrical, Civil), Facilities Management, or a highly related technical discipline.
Experience: Minimum of 8–10 years of experience in facility and equipment maintenance within a manufacturing environment, with at least 4–5 years in a managerial or section head capacity.
Technical Expertise: Deep technical understanding of industrial utilities, HVAC systems, sub-stations, fire protection systems, and proven hands-on experience managing CNC Machine maintenance.
Strategy & Planning: Demonstrated success in designing and executing plant-wide preventive and predictive maintenance strategies.
Regulatory Mastery: In-depth knowledge of OSHA, Department of Environment (DOE), and Department of Occupational Safety and Health (DOSH) regulations.
Systems Proficiency: Advanced capability in utilizing Computerized Maintenance Management Systems (CMMS), ERP systems, and data analytics tools for operational reporting.
Leadership & Soft Skills: Strong stakeholder management, excellent negotiation skills, and a track record of building and developing high-performing technical teams.
Availability: Flexibility to manage emergency escalations and lead plant shutdowns during weekends or off-hours when necessary.
Work Conditions
Plant-based position with primary office location inside the manufacturing facility.
Required to guide the team and manage critical escalations during plant shutdowns, facility emergencies, or weekend projects.
