Private Advertiser is seeking an experienced Safety and Compliance Lead to formulate annual safety objectives, draft policies, update regulatory standards, and supervise implementation across the plant. The role emphasizes KPI-driven safety performance, audits, and on-site training.

The candidate should bring a Bachelor’s degree in safety or related fields, 10+ years in chemical plant safety, and strong English communication, capable of leading multiple compliance programs including DOSH, CIDB,

Qualificações

• Bachelor’s degree in Safety, Chemical Engineering or related discipline.
• ≥10 years’ experience in chemical plant safety.
• SHO Green Book Holder is a MUST and in valid.
• Strong knowledge of SHE related laws and regulations, HIRARC/JSA, incident RCA, PPE selection, occupational health.
• Good at documentation and AI tools for training poster and videos.
• Good English and strong communication, organization and time management skills.
• Familiar with DOSH legal requirements, P&ID review, general chemical equipment and production unit operation.
• Understanding of chemical, thermal, explosion, pressure and functional safety.

Responsabilidades

• Participate in formulating the company’s annual work safety management objectives, SHE action plans, and annual training plans; supervise and inspect their implementation;
• Organize or participate in drafting the company’s work safety regulations and policies, and organize their updates;
• Participate in the identification and updating of safety laws, regulations, and standards;
• Continuously optimize the processes of the safety standardization system and supervise and inspect their implementation;
• Assist senior management in formulating annual safety KPIplans and detailed rules;
• Participate in formulating the work safety accountability system and safety responsibility assessment system; compile monthly assessment results and provide feedback according to schedule;
• Organize the signature of safety responsibility agreements and safety performance contracts across all departments;
• Track the rectification of potential hazards and promptly organize training to address weaknesses;
• Manage the safety department’s PPE and safety equipment ledgers, and conduct on-site inspections to verify compliance;
• Maintain safety facilities inventory

Compliance management

• Set upSHEsystem compliance with related legislation, rules and regulations for DOSH/CIDB /DOE/ BOMBA, implement related requirements accordingly;
• Ensure the SHE Management System is effective, in line with the policies, procedures, applicable legislation and regulatory requirements;
• Ensure new project fullfill DOSH requirements, organize HIRARC/CHRA/CF certificate /CIMAH accordingly; update registration in MYKKP timely.
• Ensure new project follow BOMBA requirement to organize FSDP/CCC G8,G9 certificate
• Ensure new project comply with DOE to organize WN/WD/EIA application
• For Greenland project follow CIDB requirements.
• Support CCC and commissioning preparation.

Occupational Health

• Make the annual physical examinations plan for employees;
• Assist with the annual testing of occupational environmental factors in the workplace;
• Provide recommendations to the company on handling occupational health incidents;
• Participate in the identification of occupational hazards and the selection of PPE for workshop positions, and participate in the formulation of the company’s PPE distribution standards.

Internal and external audit reception

• Develop the company’s safety audit work plan in accordance with audit requirements and coordinate with relevant departments to prepare audit materials;
• Participate in internal and external safety standardization audits, as well as other safety-related audits;
• After each audit, develop corrective action plans based on nonconformities, organize discussions with various departments regarding the feasibility of these plans, and track the implementation of corrective actions;
• Participate in internal and external inspections and monitor the implementation of corrective actions resulting from municipal-level and higher-level inspections;
• Develop plans and measures to further improve safety standards.
• Support process safety related compliance such as CIMAH, chemical registration, CHRA
• Support PSI archive and site safety labelling;
• Support HIRARC and JSA

Training

• Organize new employee three-level safety training, and other training according to annual training plan and weakness point;
• Organize or participate in incident investigations within the departments under one’s supervision, prepare incident investigation reports, and maintain records;
• Make recommendations on how to handle incidents.

Safety KPI management

• Inspect and monitor each team safety performance;make the statisticsfor KPI .
• Implement punishment and safety award policy;
• Ensure adequate safety measures and safety working environment;

Requirements

• Bachelor’s degree in Safety, Chemical Engineering or related discipline;
• ≥10 years’ experience in chemical plant safety, muti-culture handling experience;
• SHO Green Book Holder is a MUST and in valid;
• Strong knowledge of SHE related laws ang regulations, HIRARC/JSA, incident RCA, PPE selection, occupational health , good at documentation and AI tools for training poster and videos;
• Good at statistic tools to demonstrate monthly results and Good trainer;
• Familiar with DOSHlegalrequirements, P&ID review, general chemical equipmentand productionunit operation;
• Understanding of chemical, thermal, explosion, pressure and functional safety;
• Good English and strong communication, organization and time management skills.
