Job summary

China Communications Construction (ECRL) Sdn. Bhd. invites applications for a Railway Testing & Commissioning (T&C) Engineer.

The role focuses on system review, material testing, witness sampling, data approval, and site safety. You will coordinate with the contractor's laboratory, supervise key processes, and maintain inspection records. Proficiency in Mandarin is required to liaise with China management and site staff.

Qualifications

• Diploma or Bachelor's Degree in Engineering or equivalent.
• Minimum 3 years of experience in railway testing supervision.
• Knowledge of DOSH/OSHAsafety requirements and construction site practices.
• Good communication skills in English and Bahasa Malaysia.
• BEM registration and railway project experience will be an added advantage.
• Proficiency in Mandarin is required for regular coordination with Chinese management and employees.

Responsibilities

• System Review and Acceptance: review the contractor's site laboratory qualifications, personnel and equipment configuration, and approve standard test results for raw materials and mix proportions.
• Conduct independent sampling tests (parallel inspection) on incoming materials and completed works, comparing against contractor data.
• Witnessing and Standby Supervision during key processes (e.g., concrete pouring) and oversee the contractor's sampling process to ensure test specimen authenticity.
• Data Approval and Issue Resolution: review and sign off on inspection reports, take responsibility for data authenticity, and issue corrective actions or stop-work orders if needed.
• Documentation Management: establish and maintain sampling inspection records and related documentation.

JobResponsibilities
1. System Review and Acceptance

Responsible for reviewing the qualifications, personnel, and equipment configuration of the contractor's site laboratory, and approving standard test results for raw materials and mix proportions.

Conduct independent sampling tests (parallel inspection) on incoming materials (e.g., steel bars, cement) and completed works. Compare and verify against the contractor's data. Falsification of data is strictly prohibited.

3. Witnessing and Standby Supervision

Perform standby supervision during key processes (e.g., concrete pouring), and oversee the contractor's sampling process (witness sampling) to ensure the authenticity of test specimens.

4. Data Approval and Issue Resolution

Review and sign off on inspection reports submitted by the contractor, taking responsibility for data authenticity. In case of violations or falsification, have the authority to issue a corrective action notice or a stop-work order.
