Job summary

HAPPY LITE ELECTRICAL SDN BHD is expanding its Tender & Contract / QS Department, seeking an experienced Quantity Surveyor to handle pre- and post-contract activities, cost estimation, procurement coordination, and final accounts. The role may involve leading a small team and steering commercial strategy to ensure project profitability.

You will review drawings, prepare tender pricing for electrical works, negotiate with suppliers, and manage cost control across multiple projects.

Qualifications

• Experience in electrical contracting (residential, commercial, or industrial).
• Strong understanding of electrical installation scope, measurement and costing.
• Knowledge of contract law and standard forms (PAM, JKR, CIDB, FIDIC).
• Proven experience as Estimator, QS, or Pre-Contract Manager in electrical/ M&E.
• Proficient in tendering, contract administration, and project cost control.
• Excellent numerical and analytical skills; proficient in Excel for modeling.
• Strong communication and negotiation abilities with attention to detail.
• Ability to manage multiple tenders under tight deadlines.

Responsibilities

• Review tender drawings, specs, and BOQ to determine project scope.
• Prepare cost estimates and tender pricing for electrical works (MV, LV, ELV, lighting, power).
• Source and evaluate supplier quotations; negotiate pricing.
• Prepare tender documents and submission packages.
• Attend tender interviews and liaise with consultants or clients.
• Review contract terms; manage commercial risks and correspondence.
• Estimate costs for labour, materials, equipment for M&E services.
• Monitor expenditure, cost control, and provide financial reporting.
• Prepare cost reports, valuations, forecasts for M&E projects.
• Identify cost savings and risk mitigation strategies.
• Provide monthly cost reports and profitability analysis.
• Lead and supervise QS and tender staff.
• Review/approve cost estimates, submissions, and documents.
• Develop SOPs, pricing strategies, and cost databases.

Job Summary

Responsible for handling all pre- and post-contract activities including tender preparation, cost estimation, procurement coordination, progress claim, variation order, and final account.
At the managerial level, the role also involves leading a small team, overseeing commercial strategy, and ensuring project profitability.

Key Responsibilities

Requirements

• Deep knowledge of contract law and standard forms (PAM, JKR, CIDB, FIDIC).
• Proven experience as an Estimator, QS, or Pre-Contract Manager specifically in electrical contracting or M&E sectors, demonstrating your expertise in this specialized field.
• Good knowledge of tendering, contract administration, and project cost control.
• Possess strong knowledge of tendering processes, estimation techniques, and electrical systems that enables you to deliver accurate and competitive bids.
• Excellent analytical, numerical, and problem-solving abilities, with proficiency in estimation software and MS Office, particularly Excel for complex calculations and modeling.
• Demonstrate strong communication and negotiation skills with exceptional attention to detail, essential for managing complex tender requirements and stakeholder relationships.
• Effectively manage multiple tenders simultaneously under tight deadlines, demonstrating strong organizational and time management capabilities.
