Job summary

Jora Malaysia in Kuala Lumpur is seeking a Proposal Engineer to manage end-to-end tender and proposal processes, ensuring technical compliance and alignment with governance.

You will prepare and review technical and commercial proposals, coordinate with engineering, operations, finance and procurement, and develop key technical documents.

Candidates should hold a Bachelor's degree and 1–3 years in proposal/tender engineering, with Oil & Gas exposure and MS Office costing and writing skills.

Qualifications

• Bachelor’s degree in Engineering or related field.
• 1–3 years experience in proposal / tender engineering.
• Experience in Oil & Gas or familiar with industrial systems.
• Microsoft Excel (costing).
• Microsoft Word (proposal writing).

Responsibilities

• Prepare and manage technical and commercial proposals.
• Review tender documents and client requirements.
• Ensure compliance with company and client standards.
• Coordinate with Engineering, Operations, Finance & Procurement.
• Costing and commercial responsibilities.
• Develop technical documentation (BOQ, method statements, proposals, compliance matrix).
• Support contract and project activities, including liaising with clients.

Develop Technical Docs:

• Technical Proposals
• Method Statements
• Bill of Quantities (BOQ)
• Compliance Matrix

5. Contract & Project Support

• Negotiate Contract Terms & Liaise with Clients
• Support Project Handover & Maintain VDRL

REQUIREMENTS

Qualifications

• Bachelor’s degree in Engineering or a related field
• 1–3 Years Experience in Proposal / Tender Engineering
