Job summary

Malaysia Marine & Heavy Engineering is seeking a procurement professional for a fixed-term 12-month contract to lead project-based contracting and subcontractor management, aligned with the procurement plan.

You will drive cost savings, supplier negotiations, and budgeting while ensuring on-time delivery of materials and services, compliance with project specs and safety standards, and effective cross-functional collaboration across the organization.

Qualifications

  • Degree in Engineering, Science, Business Administration, Management or related qualification.
  • 6-7 years experience in Contracting, Procurement and Supply Chain Management, preferably in oil and gas or marine industry.

Responsibilities

  • Execute and implement synergized supply chain plans, strategies, roadmap, initiatives, and procurement tools to bring down overall costs and enhance product/service reliability and meeting project deliverables requirement.
  • Optimise the budget utilization to ensure that expenses are within approved budget.
  • Manage and control subcontractors/vendors with the objective of maximizing resources utilization & cost savings and ensure smooth operations in achieving business goals.
  • Monitor and manage subcontractor’s performance in order to propose reliable subcontractors.
  • Manage to delivery of materials/services and cost effectiveness as per schedule and working budget.
  • Final review on the accuracy of claims as per contract terms and agreement and highlights disputes claims on pricing and work execution.
  • Comply and adhere SCM policies, procedures and guidelines that will facilitate consistency in approach and professional conduct of affairs; process integrity; compliance with regulatory, Group and safety guidelines as well as industry best practices; and meet Corporate goals, objectives and improve risk management.
  • Maintain close relationships with relevant parties and vendor/service providers to deliver divisional objectives.
  • Create, promote and maintain a healthy, safe, motivating and conducive work environment that promotes a culture of excellence and a global championship mindset with the objective of improving productivity and standards.
  • Participate in company’s HSE initiatives and inculcate HSE among its colleagues to develop HSE as work culture.

JOB PURPOSE

Responsible in execution of Subcontracting Services activities in line with the procurement plan and strategy to ensure the Department is able to provide services as per the scope of work given, at the most competitive price and on schedule as per user’s requirements. Execute and oversee project-based procurement activities, from sourcing and negotiating with suppliers/subcontractors to managing contracts and deliveries, ensuring materials and services meet with project specification, timeline and budgets.

JOB RESPONSIBILITIES
  • Execute and implement synergized supply chain plans, strategies, roadmap, initiatives, and procurement tools (i.e. PA//Price List, etc.) to bring down overall costs (services) and enhance product/service reliability and meeting project deliverables requirement thorough monitoring and checking
  • Optimise the budget utilization to ensure that expenses are within approved budget.
  • Manage and control subcontractors/vendors with the objective of maximizing resources utilization & cost savings and ensure smooth operations in achieving business goals.
  • Monitor and manage subcontractor’s performance in order to propose reliable subcontractors
  • Manage to delivery of materials/services and cost effectiveness as per schedule and working budget.

  • Manage and control the team's budget and utilization to ensure that expenses are within approved budget.
  • Maximize cost savings through well-prepared negotiation process.
  • Develop and maintain database of price trend, in-house workforce/facilities and subcontractors to allow for effective negotiation and support during bidding and tendering process (when required).
  • Provide value added service to customers by proposing substitute or any other solutions to save cost or for faster delivery.
  • Take charge of self’s continuous professional development to enhance competency and capability in providing supply chain services that meet or exceed the required competency and performance standards.
  • Manage and control the negotiation with vendor’s/service provider on the best terms and rates and other added value services to save procurement cost.
  • Maintain close relationships with relevant parties (e.g. Business Development, Commercial in HEO/MO, Client, Project Management Team. Construction Management Team,Faciliites team etc.) and vendor’s/service provider to facilitate smooth connection within parties to deliver the divisional objectives.
  • Create, promote and maintain a healthy, safe, motivating and conducive work environment that promotes a culture of excellence and a global championship mindset with the objective of improving productivity, maintaining standards of service, promoting industrial harmony as well as instilling discipline and integrity.
  • Participate in company’s HSE initiatives and inculcate HSE among its colleagues to develop HSE as work culture.
REQUIREMENT
  • Degree in Engineering, Science, Business Administration, Management or other professional related qualification.
  • 6-7 years of experience in Contracting, Procurement and Supply Chain Management, preferably in oil and gas industry, shipyard or related marine industry.
