Job summary

Executive Recruiters Malaysia seeks a seasoned civil engineering professional to lead project delivery in Melaka, coordinating between developers, consultants, and authorities to ensure projects finish on schedule and within budget.

You will head a design team, review submissions, manage costs, secure CCC approvals, and oversee on-site construction with a focus on quality and regulatory compliance, with occasional travel to Batu Pahat and Johor.

Qualifications

• Degree in Civil Engineering from a recognized institution.
• 8–10 years of site-based experience in property development.
• Strong English and Bahasa Malaysia communication skills.
• Ability to work independently and in a team, with good time management.
• Own transportation and willingness to travel to Batu Pahat/Johor.

Responsibilities

• Serve as liaison between developers, consultants, authorities, and main contractor.
• Own project planning, scheduling, coordination, and execution.
• Obtain authority approvals before project commencement.
• Lead Design Team of Architects, Civil, MEP, and Interior Designers.
• Review submissions and perform value engineering pre-tender.
• Monitor costs and minimize variation orders per feasibility.
• Supervise on-site works to meet project standards.
• Ensure site activities follow drawings, specs, regs.
• Prepare progress reports weekly and monthly.
• Handle defect issues during DLP.

This position functions entirely within a developer-led project environment.

Serve as the main liaison between the developer, consultants, government authorities (including municipal officers and city planners), and the main contractor.

Ensure all projects are completed on schedule, within approved budgets, and aligned with required marketability standards.

Take full ownership of project planning, scheduling, coordination, and overall execution.

Plan, coordinate, and secure all necessary authority approvals prior to project commencement.

Lead and manage the project Design Team, including Architects, Civil Engineers, MEP Engineers, and Interior Designers.

Review design submissions and perform value engineering for architectural, infrastructure, and M&E works before the tender stage.

Monitor and control project costs in accordance with the approved feasibility study while minimizing variation orders (VOs).

Supervise architectural and building works to ensure compliance with approved project standards.

Ensure on-site construction activities adhere to approved drawings, specifications, and applicable local regulations.

Monitor workmanship quality to ensure all construction KPIs are met.

Coordinate closely with consultants, contractors, and local authorities to ensure smooth project execution and progress.

Plan and obtain all required authority clearances to achieve the Certificate of Completion and Compliance (CCC) within or ahead of schedule.

Manage, monitor, and resolve defect issues throughout the Defects Liability Period (DLP).

Prepare and submit weekly and monthly project progress reports.

Perform minor design calculations, drawings, and report preparation when required.

Prepare billing certificates and related correspondence for submission to the Architect.

Undertake any other duties as assigned by the superior.

Requirements

• Candidate must hold a recognized Degree in Civil Engineering.
• At least 8-10 years of site-based experience within a property development environment is required.
• Displays a positive work attitude with strong organizational, planning, and time-management skills, and the ability to handle multiple responsibilities under pressure.
• Proficient in both written and spoken English and Bahasa Malaysia.
• Capable of working independently while also contributing effectively within a team.
• Must have own transportation.
• The role will be based in Melaka, with occasional travel to Batu Pahat, Johor.
