Responsibilities

• Act as the primary day-to-day client contact for pharma/industrial projects.
• Develop and maintain execution plans, schedules, budgets and resourcing plans across all project phases.
• Coordinate and monitor design consultants, contractors and vendors to meet scope, quality, cost and schedule.
• Manage project risk registers, change control, and mitigation plans.
• Oversee project cost control and monthly client reporting.
• Ensure GMP/cGMP compliance and regulatory approvals where applicable.
• Champion health, safety and environmental standards on-site.
• Chair and minute progress meetings with clients, design teams and contractors; track actions to closure.
• Support tender and procurement processes including scope definition and bid evaluation.
• Mentor junior project engineers/coordinators.

Job description

PM Group is seeking an experienced Project Manager to join our Projects team on a 12-month assignment, with the potential for extension based on project requirements. The role will deliver Project Management Consultancy (PMC) services on pharmaceutical, biotech and industrial manufacturing projects. The successful candidate will manage the full project lifecycle on behalf of our clients, from front-end planning through design, procurement, construction and qualification, ensuring projects are delivered safely, on schedule, within budget and to the required quality standards.

Key responsibilities

Act as the primary day-to-day point of contact for the client on assigned pharma/industrial projects, representing PM Group's PMC role throughout project delivery.

Develop and maintain project execution plans, schedules, budgets and resourcing plans across all project phases (concept, FEED, detailed design, construction, commissioning/qualification).

Coordinate and monitor the performance of design consultants, contractors and vendors, ensuring deliverables meet scope, quality, cost and schedule requirements.

Manage project risk registers, change control, and mitigation plans, escalating issues to senior management and the client as needed.

Oversee project cost control and reporting, including budget tracking, forecasting, variance analysis and monthly client reporting.

Ensure compliance with client GMP requirements, cGMP/qualification protocols, and relevant Singapore regulatory and statutory approvals (BCA, SCDF, NEA, etc.).

Champion health, safety and environmental standards on-site, ensuring contractor HSE plans and permits-to-work are followed.

Chair and minute progress meetings with clients, design teams and contractors; track action items to closure.

Support tender and procurement processes, including scope definition, bid evaluation and contractor/vendor selection.

Mentor junior project engineers/coordinators assigned to the project team.

About you

Degree in Engineering, Construction Management, or a related discipline.

Approximately 8 - 10 years of project management experience, with demonstrable experience on pharmaceutical, biotech or industrial/process facility projects.

Prior PMC, owner's engineer, or client-side project management experience strongly preferred.

Professional certification (PMP, RPE, or equivalent) is an advantage.

Proficiency with project controls and scheduling tools (e.g. MS Project, Primavera P6) and MS Office / reporting tools.

Strong client-facing communication and stakeholder management skills.

Proven ability to manage multi-disciplinary teams and multiple contractors/vendors concurrently.

Strong commercial and cost-control acumen.

Sound judgement under pressure, with a proactive, solutions-oriented approach to problem-solving.

High attention to detail balanced with the ability to see the bigger programme picture.

Exposure to a wide range of engineering consultancy projects across multiple sectors.
