Job summary

MISC Group’s Marine division seeks a senior professional to lead post-contract design, construction and contract management across multiple shipbuilding projects, coordinating with shipyards, contractors and internal teams to ensure delivery aligns with specifications, budgets and schedules.

Responsibilities

  • Plan, lead and manage all engineering and project management activities taken as a continuation from pre-contract stage for multiple projects.
  • Plan and strategize design approval and construction activities of multiple projects at site to ensure coordination with shipyards/contractors for smooth shipbuilding and delivery.
  • Assist in development, manage & control shipbuilding projects budget and ensure costs stay within budget.
  • Assist in development, monitor and manage cost, construction planning and manpower planning for all projects.
  • Strategize, manage, review and approve selection of equipment/suppliers to standardize across projects and optimize spares cost.
  • Develop and update database of equipment manufacturers for design/reference and pricing.
  • Strategize and manage overall project engineering and design review for conformance to specifications.
  • Approve detail designs and drawings submitted after engineering review.
  • Establish networking with shipyards and contractors to address issues and ensure performance.
  • Monitor supervision activities and submit Project Performance Reports including progress, budget, schedule and remedial actions.
  • Coordinate with shipyard, Class, Operation Team, Legal team and Owner to facilitate smooth pre-delivery and delivery at site.
  • Lead and manage tendering and contracting activities including ITB/RFP evaluations and SBC/TCP document reviews.
  • Strategize and lead all aspects of potential project acquisitions and bid evaluations.
  • Ensure safety performance aligns with procedures and company safety requirements.
  • Develop strategic relationships with yards, designers, classification societies, manufacturers and suppliers; build client relationships on industry trends.
  • Develop, appraise and motivate subordinates to achieve department objectives.

Job description

This role resides under MISC Marine (the Integrated Marine Services arm of MISC Group).

Key Accountabilities
1. POST CONTRACT, DESIGN, CONSTRUCTION AND CONTRACT MANAGEMENT
  • Plan, lead and manage all engineering and project management activities taken as a continuation from pre-contract stage for multiple projects.
  • Plan and strategize design approval and construction activities of multiple projects at site to ensure the team are working together with shipyards / contractors for smooth shipbuilding activities and successful ship delivery.
2. PROJECT BUDGET AND PLANNING
  • Assist in development, manage & control shipbuilding projects budget and ensure the project cost are within budget.
  • Assist in development, monitor, and manage the cost, construction planning and manpower planning for all projects.
3. EQUIPMENT MANAGEMENT
  • Strategize, manage, review, and approve the selection of equipment / suppliers to ensure standardization where relevant among all projects in hand for the purpose of optimize cost of spares and utilization of equipment among vessels in series.
  • Strategize and manage in development and continuous update on the database of equipment manufacturer to capture their particulars such as product data, product performance, historical data, lesson learned and pricing for future shipbuilding projects to consider in the design and performance specifications for effective overall operation, life preservation, asset longevity, cost optimization, ease of maintenance, ease of operation and efficient ship performance in the interest of company.
4. ENGINEERING & DESIGN APPROVAL/REVIEW
  • Strategize and manage the overall projects engineering and design review to ensure conformance to the agreed contracted specifications.
  • Approve the detail design, drawings and other relevant documents submitted by Builder after review by engineers.
5. SHIP BUILDER MANAGEMENT
  • Establish good networking with technical/design middle management of shipbuilders/contractors for ease of communication and smoothly address any major issues amicably.
  • Plan and lead the Shipyard’s subcontractor review and approval and ensure selected subcontractor are meeting the required performance in all aspects, ie, quality, safety, schedule, etc.
6. SUPERVISON AND PROJECT PERFORMANCE MANAGEMENT
  • Monitor, guide and manage the supervision activities for all ongoing projects. Closely working with all project managers at site.
  • Review and submit to Management the Project Performance Report on overall project progress such as implementation stages, construction activities, budget utilization, schedule and highlights on issues and remedial / preventive actions taken in the interest of company.
  • Evaluate and guide the project management team on any major issues that can give negative impact on performance to project at all stages.
7. PREPARATION OF VESSEL ACCEPTANCE & DELIVERY
  • Plan, coordinate, verify, provide advice and guidance the preparation of pre-delivery activities relevant to ACC Department scope with other stakeholders.
  • Plan, and engage with relevant parties, i.e, Shipyard, Class, Operation Team, Legal team, Owner, etc to facilitate smooth delivery at site.
8. PRE-AWARD PROJECT TENDERING AND CONTRACTING REQUIREMENT (SUPPORT TO ENGINEERING, CONTRACT TEAM)
  • Initial development for scope of service in any new project will be under Engineering, Contract and Warranty Responsibilities.
  • Strategize, lead and manage all aspects of potential project acquisition, encompassing project tendering and bidding, as well as the review of tender technical documents such as Invitation to Bid (ITB) or Request for Proposal (RFP).
  • Conduct technical evaluations and negotiations with shipbuilders to ensure that the technical proposal package aligns with regulatory requirements and client specifications.
  • Lead the review of SBC and TCP documents, provide advice/feedback on relevant technical sections specified in the documents to ensure safeguarding of client interest and eliminate potential risk and reduce company potential liability.
9. SAFETY
  • To strategize with the Project Managers and monitor safety performance and site activities. To ensure the safety of the projects and manpower to avoid any accident/incident that would cause fatality, injury, and property damages. All construction activities shall be in accordance with safety procedures at site and company’s safety requirement.
10. RELATIONSHIP BUILDING
  • Develop strategic relationships / alliances with shipyards, designers, classification societies, manufacturers, suppliers, and service providers on latest information of technical know-how, procedures, systems, and equipment available in the market for best option on scheduling, pricing, and quality for company’s benefits.
  • Develop strategic relationships with clients on industry trends, progress, business outlook and requirements for the company’s benefit.
11. STAFF DEVELOPMENT
  • Develop, appraise, and motivate subordinates to achieve higher professionalism, cohesiveness, integrity, productivity performances and right mind set in meeting the department’s objectives.
Job Requirements
Education
  • Degree in Naval Architecture or Marine Technology or Marine Engineering or Electrical and Instrumentation Engineering or Certificate of Competency Class 1 or equivalent.
Experience
  • 8-15 years’ experiences in design & engineering in marine and shipping project management
