Job summary

Responsibilities

• Lead the development and implementation of project planning and control strategies throughout the project lifecycle.
• Establish project control baselines including WBS, CBS, OBS, schedules, resource plans, cash flow forecasts, and progress measurement systems.
• Develop and maintain integrated project schedules using Primavera P6.
• Monitor project performance against baselines and identify risks, issues, and opportunities.
• Lead Management of Change (MOC) processes and documentation for changes, variations, and claims.
• Provide regular project performance reporting to management and stakeholders.

We are seeking an experienced Project Control Manager to lead project planning, scheduling, cost control, performance monitoring, forecasting, change management, and project reporting activities across EPCIC/EPCI/T&I projects.

The successful candidate will work closely with Project Managers, Project Directors, Clients, and multidisciplinary project teams to ensure projects are delivered safely, on schedule, within budget, and in accordance with contractual requirements.

• Strong understanding of project planning, cost control, risk management, and change management processes.
• Ability to drive project performance, challenge assumptions, and proactively identify improvement opportunities.
• Comfortable managing both technical and commercial project requirements while engaging with senior stakeholders and clients.

Key Responsibilities

Project Planning & Project Controls

• Lead the development and implementation of project planning and control strategies throughout the project lifecycle.
• Establish project control baselines including Work Breakdown Structure (WBS), Cost Breakdown Structure (CBS), Organisation Breakdown Structure (OBS), schedules, resource plans, cash flow forecasts, and progress measurement systems.
• Develop and maintain integrated project schedules using Primavera P6.
• Monitor project performance against approved baselines and proactively identify risks, issues, and opportunities.

Cost Control & Performance Management

• Oversee project cost control, forecasting, budgeting, progress measurement, and earned value management activities.
• Monitor project trends and performance indicators, recommending corrective actions where required.
• Review and validate project cost reports, progress reports, and performance forecasts.
• Support profitability targets through effective monitoring of project costs, resources, and productivity.

Change Management & Commercial Support

• Lead Management of Change (MOC) processes and ensure changes are properly assessed, documented, and controlled.
• Support the identification, preparation, and administration of Change Orders, Variation Orders, and contractual claims.
• Collaborate with contract and commercial teams to maximise project value and minimise commercial risks.
• Ensure timely preparation of supporting documentation for client submissions and approvals.
• Facilitate project risk identification, risk assessments, and mitigation planning.
• Maintain project risk registers and monitor risk closure throughout project execution.
• Support project governance reviews and ensure compliance with project execution plans and company procedures.
• Provide regular project performance reporting to management and stakeholders.

Leadership & Stakeholder Management

• Lead and coordinate project controls resources across project teams.
• Support Project Managers and Project Directors in project planning, execution, monitoring, and reporting activities.
• Engage with Clients, Vendors, Subcontractors, and internal stakeholders to ensure alignment on project objectives.
• Drive a culture of accountability, collaboration, and continuous improvement within the project controls function.

Qualifications

• Bachelor's Degree in Civil/Mechanical/Mechatronics/Electrical Engineering or equivalent engineering discipline.
• Registered with the Board of Engineers Malaysia (BEM)

Experience

• Minimum 10 years of project execution experience within EPC, EPCIC, Offshore Construction, T&I, Marine Construction, or Oil & Gas projects.
• Proven experience in Project Controls, Planning, Scheduling, Cost Control, Change Management, and Project Reporting.
• Experience supporting projects valued up to RM100 million will be an added advantage.
