Job summary

Horizontal Talent is hiring a Procurement Manager in Malaysia to support large-scale infrastructure projects by managing end-to-end procurement of long lead equipment across Electrical, MVAC, or ELV categories. Qualifications

• Bachelor’s degree in a technical or supply chain discipline and 6+ years in project-based procurement.
• Experience procuring Electrical, MVAC, ELV, MEP or other capital equipment.
• Strong knowledge of RFQ/RFP processes, contract negotiation and supplier management.

Responsibilities

• Manage sourcing and procurement activities for assigned equipment categories.
• Prepare RFQs/RFPs, evaluate supplier proposals, and recommend vendor selection.
• Lead commercial negotiations and contract discussions with suppliers.
• Issue purchase orders and manage the procurement lifecycle through delivery.
• Coordinate with engineering teams to review technical specifications.
• Monitor supplier production schedules and ensure timely equipment delivery.
• Work closely with logistics teams to coordinate local and international shipments.
• Resolve supplier quality, commercial, and delivery issues.
• Maintain market intelligence on pricing, supplier capabilities, and lead times.
• Build and maintain strong relationships with key suppliers and internal stakeholders.

About The Role

We are hiring a Procurement Manager to support large-scale infrastructure projects by managing the end-to-end procurement of long lead equipment (LLE) across Electrical, MVAC, or ELV categories. In this role, you will work closely with engineering, project, logistics, and supplier teams to ensure equipment is sourced competitively and delivered on schedule.

Requirements

• Bachelor's Degree in Electrical Engineering, Mechanical Engineering, Supply Chain, or a related discipline.
• At least 6 years of procurement, sourcing, or purchasing experience in project-based environments.
• Experience procuring Electrical, MVAC, ELV, MEP, or other capital equipment.
• Strong knowledge of RFQ/RFP processes, contract negotiation, and supplier management.
• Experience using SAP or other ERP systems is an advantage.
• Good understanding of project procurement and supply chain management.
• Strong communication, negotiation, and stakeholder management skills.
• Able to work independently in a fast-paced environment.
