The Procurement Manager is responsible for all commercial and procurement activities for Semiconductor & High-Tech Construction projects. This position requires a blend of expertise in project cost management, contract administration, procurement, and financial forecasting. The Procurement Manager will work closely with project teams, contractors, suppliers, and clients to ensure the successful delivery of projects within budget, timeline, and contractual obligations.
Responsibilities
- Implement the commercial strategy for each project, aligning with the overall business goals.
- Support the budgeting process, ensuring accurate cost estimations and financial planning from project inception through completion.
- Lead the preparation, commercial negotiation, and finalization of all project tenders and legal agreements, including prime client contracts, subcontracts, and vendor supply agreements.
- Ensure compliance with all contract terms, identifying and addressing any potential risks or deviations from the contract.
- Oversee the procurement process for materials, subcontractors, and services, ensuring high-quality and cost-effective procurement practices.
- Analyze client requirements and align technical feedback within the technical team
- Establish and enforce rigorous cost control protocols to eliminate budget overruns, maximize profitability margins, and optimize resource allocation across all project phases.
- Prepare and deliver comprehensive monthly financial reports, cost-to-complete forecasts, and variance analyses to executive leadership, providing early visibility into potential commercial risks, deviations, or margin erosions.
- Proactively identify and mitigate financial, legal, and commercial risks that could impact project outcomes.
- Address and resolve issues related to contract claims, disputes, or delays in a timely and efficient manner.
- Act as the primary commercial point of contact between the client, contractors, suppliers, and internal cross‑functional project teams to ensure seamless communication and alignment.
- Regularly update senior management and clients on project performance, commercial health, and key milestones.
- Ensure that project teams are aligned with commercial objectives and contractual obligations.
- Ensure all commercial activities comply with industry standards, regulations, and company policies, particularly in semiconductor facility construction (e.g., cleanroom design, HVAC systems, utilities, etc.).
Requirements
- Bachelor’s Degree in Engineering, Quantity Surveying, Supply Chain Management, or a related technical field.
- Minimum of 10 years of experience in commercial management role, preferably within the semiconductor, industrial construction, or high‑tech building sectors.
- Extensive experience in contract negotiation, procurement, and cost management for large-scale construction projects.
- Excellent problem solving, analytical, and communication skills
- Proven ability to manage contracts, risk, and procurement processes effectively.
- Proficiency in project management software, Microsoft Office, and financial reporting tools.
- Ability to collaborate and influence at all levels of the organization.
- Strong leadership and decision‑making abilities.
- Results‑driven with a focus on maximizing value while managing risks.
- Demonstrates exceptional organizational skills and the capacity to balance competing priorities across multiple fast‑paced construction projects concurrently.
- Flexibility to travel or relocate to project sites as required by business needs.
