Job summary

UST Global in Malaysia is seeking a PMO Manager Production Digitalization to lead the PMO and drive digital transformation across semiconductor manufacturing operations, ensuring projects are governed, transparent, and delivered on time.

You will partner with business leaders, engineering and manufacturing teams to enable Industry 4.0, MES, automation, AI, and data analytics initiatives, while establishing standards, KPIs and reporting.

Qualifications

  • Minimum 8 years of project and portfolio management experience.
  • Minimum 3 years of PMO leadership or project governance experience.
  • Experience managing complex project portfolios within manufacturing or industrial environments.
  • Semiconductor industry experience is strongly preferred.
  • Experience supporting global digital transformation or Industry 4.0 programs.

Responsibilities

  • PMO Leadership & Governance: Establish and continuously improve PMO standards, methodologies, processes, and governance.
  • Portfolio Management: Manage the digitalization project portfolio across multiple manufacturing sites and monitor health & risks.
  • Resource & Capacity Management: Coordinate project resource planning and assess capacity constraints.
  • Financial Management: Track budgets, forecast spending and report investments and benefits.
  • Reporting & Executive Communication: Create executive dashboards and deliver status presentations.
  • Project Excellence: Coach PMs and promote agile, waterfall, and hybrid practices; drive continuous improvement.

The PMO Manager Production Digitalization is responsible for establishing and leading the Project Management Office (PMO) supporting digital transformation initiatives across semiconductor manufacturing operations.

The role ensures that production digitalization projects are executed consistently, transparently, and successfully through effective governance, portfolio management, project methodologies, resource planning, and performance reporting.

The PMO Manager acts as a strategic partner to business leaders, manufacturing organizations, engineering teams, and project managers, enabling successful delivery of Industry 4.0, Smart Factory, MES, Automation, AI, Data Analytics, and Equipment Connectivity initiatives.

Establish and continuously improve PMO standards, methodologies, processes, and governance.

Define project management best practices, templates, reporting standards, and KPI frameworks.

Ensure adherence to company project management standards and governance requirements.

Manage the digitalization project portfolio across multiple manufacturing sites.

Support project prioritization and investment decisions based on strategic business objectives.

Monitor project health, risks, dependencies, and resource allocation.

Facilitate portfolio reviews with executive management.

Key Responsibilities
PMO Leadership & Governance
  • Establish and continuously improve PMO standards, methodologies, processes, and governance.

  • Define project management best practices, templates, reporting standards, and KPI frameworks.

  • Ensure adherence to company project management standards and governance requirements.

  • Drive project portfolio transparency across all production digitalization initiatives.

Portfolio Management
  • Manage the digitalization project portfolio across multiple manufacturing sites.

  • Support project prioritization and investment decisions based on strategic business objectives.

  • Monitor project health, risks, dependencies, and resource allocation.

  • Facilitate portfolio reviews with executive management.

Resource & Capacity Management
  • Coordinate project resource planning across IT, manufacturing, engineering, quality, and external partners.

  • Monitor project demand versus available capacity.

  • Identify resource constraints and recommend mitigation actions.

  • Support competency development within the project management community.

Financial Management
  • Track portfolio budgets, forecast spending, and monitor financial performance.

  • Provide transparency on project investments and expected business benefits.

  • Support business case development and benefit realization tracking.

Reporting & Executive Communication
  • Establish executive dashboards and KPIs.

  • Provide regular portfolio status reports to senior leadership.

  • Prepare management presentations and decision‑making materials.

  • Escalate critical risks and issues proactively.

Project Excellence
  • Coach and support Project Managers in project planning and execution.

  • Drive lessons learned and continuous improvement initiatives.

  • Promote Agile, Waterfall, and Hybrid project management practices where appropriate.

  • Foster a culture of accountability, transparency, and delivery excellence.

Required Qualifications
Education

Bachelor's or Master's degree in Engineering, Manufacturing, Information Technology, Industrial Engineering, Business Administration, or comparable field.

Professional Experience
  • Minimum 8 years of project and portfolio management experience.

  • Minimum 3 years of PMO leadership or project governance experience.

  • Experience managing complex project portfolios within manufacturing or industrial environments.

  • Semiconductor industry experience is strongly preferred.

  • Experience supporting global digital transformation or Industry 4.0 programs.

Certifications

One or more of the following:

  • PMP (Project Management Professional)

  • PRINCE2 Practitioner

  • IPMA Level C/B

  • PMI Portfolio Management Professional (PfMP) preferred

  • PMI Program Management Professional (PgMP) preferred

  • Agile Certifications (SAFe, Scrum, AgilePM) are advantageous
