Job summary

Perbena Emas invites a Mechanical & Electrical Engineer / Quantity Surveyor to join our team. You will lead the monthly M&E progress claims to JKR, perform joint site valuations with subcontractors, and certify payments.

You will manage commercial and contractual matters, verify progress, and address disputes, ensuring compliance with JKR procedures and project specs. The role requires a Bachelor's degree in Mechanical, Electrical Engineering or Quantity Surveying and at least 3 years in

• At least 3 years in commercial/contracts management for M&E/ICT in construction.
• Strong communication, organization, and analytical skills.
• Knowledge of JKR contract forms and VO/VOP processes.

Responsibilities

• Lead the preparation, measurement, valuation, and submission of monthly M&E progress claims to JKR, including joint site valuations and subcontractor payment certifications.
• Manage subcontractor commercial and contractual matters, including verification of progress, VO claims, payment recommendations, and resolution of claim-related disputes.
• Review and scrutinize M&E submissions to ensure compliance with approved brands, manufacturers, specs, and Schedule C.
• Identify, prepare, and submit M&E VO claims with cost estimates and supporting documents.
• Manage VOP claims by applying M&E components, Recovery Factors, and DoS indices per contract.
• Monitor and control project costs for M&E, ICT, kitchen, and medical equipment packages.
• Coordinate ICT commercial and technical matters with the client to meet requirements.
• Ensure compliance with contract requirements, BQ, M&EP procedures, and project specs.
• Coordinate with JKR, consultants, subcontractors, and stakeholders.

Job description

Mechanical & Electrical Engineer / Quantity Surveyor

Lead the preparation, measurement, valuation, and submission of monthly M&E progress claims to JKR, including joint site valuations and subcontractor payment certifications.

Manage subcontractor commercial and contractual matters, including verification of progress, VO claims, payment recommendations, and resolution of claim-related disputes.

Review and scrutinize M&E material and product submissions to ensure compliance with approved brands, manufacturers, specifications, and Schedule C requirements.

Identify, prepare, and submit M&E Variation Order (VO) claims, including cost estimates, supporting documents, justification letters, drawings, and JKR-KPK/JKR-APK submissions.

Manage Variation of Price (VOP) claims by applying the relevant M&E components, Recovery Factors, and Department of Statistics cost indices in accordance with the contract.

Monitor and control project costs for M&E, ICT, kitchen, and medical equipment packages, including budget tracking, cost comparisons, forecasting, and commercial reporting.

Coordinate ICT commercial and technical matters with the client, ensuring ICT infrastructure, specifications, and proposed solutions comply with client requirements.

Ensure overall compliance with contract requirements, BQ, method of measurement, JKR procedures, and approved project specifications while coordinating with JKR, consultants, subcontractors, and other stakeholders.

Job Requirements:

Possess at least a Bachelor's Degree in Mechanical, Electrical Engineering, Quantity Surveying, or any relevant fields.

Candidates with at least 3 years of working experience in commercial/contracts management, specifically in the construction industry handling M&E and ICT works would be an added advantage.

Good communication, organizational, analytical and problem-solving skills.

In-depth knowledge of JKR contract forms (PWD Form DB (Rev.1/2010)) and procedures for claims, VO, and VOP.

Strong understanding of M&E systems and their cost drivers.

Well-versed in both spoken and written English and Bahasa Malaysia.

Computer literacy in Microsoft Offices and project management related software.
