Lingkaran Luar Butterworth (Pg) Sdn Bhd is seeking an experienced M&E engineer to drive reliability and performance of highway infrastructure across toll plazas and R&R areas. You will own end-to-end processes from contract drafting and payment certification to hands-on site checks and vendor management.

Drive the operational reliability, asset performance, and technical innovation of all Mechanical & Electrical infrastructure across the highway network, toll plazas, and Rest & Service Areas (R&R). Operating within a lean and agile engineering department, this role requires a proactive problem-solver who takes full end-to-end ownership—from contract preparation and payment administration to hands-on site verification and vendor management.
Key responsibilities
Execute and continuously optimize Preventive Maintenance (PM) schedules and Corrective Maintenance (CM) to maximize asset lifespan and eliminate unexpected downtime
Manage all primary highway M&E assets, including toll plaza power infrastructure, UPS units, diesel generator sets, high-mast lighting, LED streetlights, CCTV power networks, and Variable Message Signs (VMS)
Oversee mechanical utilities across R&R sites and laybys, including Sewage Treatment Plants (STP), water booster pumps, and fire protection systems
Lead site audits and regular night patrols to pre-emptively identify electrical defects, dark stretches, or operational risks
Draft, review, and prepare Technical Specifications, Scope of Work (SOW), and Contract Agreements for M&E maintenance, upgrading, and repair works
Perform rigorous verification of work done on-site to ensure contractor deliverables strictly match approved drawings, method statements, and quality standards
Evaluate contractor progress claims, variation orders (VO), and measure site quantities to prepare and certify accurate Interim Payment Certificates (IPC) for management approval
Identify operational inefficiencies and propose cost-saving, energy-efficient initiatives (e.g., solar PV retrofits, smart lighting controls, or remote monitoring systems)
Supervise third-party contractors strictly against contract terms, Service Level Agreements (SLAs), and safety standards
Lead emergency response efforts during power outages, system failures, or accident damages to restore normal highway operations rapidly
About you
Bachelor's Degree in Electrical, Electronic, or Mechanical Engineering from an accredited university
3–5 years of M&E engineering experience within highway concessions, infrastructure, or heavy facilities management—including direct experience in contract drafting and payment certification
Proactive self-starter with a strong commercial sense, comfortable managing both technical site operations and contract administration in a lean team
Proficient in LV electrical systems, gensets, HVAC, STP, LLM/ST regulations, contract management, and measurement of works
Registration with BEM or possession of a Suruhanjaya Tenaga (ST) Chargeman Certificate (A4/B0) is a strong advantage
Valid driving license (D); willing to conduct night audits and respond to on-call duty rotations
