Job summary

myNews is seeking a seasoned Quantity Surveyor/Cost Control lead to oversee end-to-end retail fit-out projects across multiple outlets in Malaysia. You will develop budgets, cost plans, and execution schedules, coordinating with design, operations, real estate, and external consultants to ensure timely handover for store openings.

Qualifications

• Bachelor-level degree in a relevant field (QS/CM/ID/Arch).
• 5–8 years experience in retail fit-out or commercial construction.
• Experience managing multi-outlet rollouts preferred (e.g., convenience chains).
• Strong background in cost control, tendering, and contractor negotiation.
• Knowledge of local authority submission process and compliance.

Responsibilities

• Lead end-to-end store fit-out projects including planning, budgeting, schedules, and handover to operations.
• Prepare and review CAPEX budgets; review quotations; monitor cost variation orders and reporting.
• Source, evaluate, and appoint contractors and suppliers; manage tender process and ensure compliance.
• Oversee M&E coordination and ensure compliance with safety, licensing, and regulatory requirements.
• Develop standardized cost benchmarks and fit-out specifications to maintain brand consistency and drive cost efficiency.

Job description

Duties & Responsibilities

• Project Planning & Execution: Lead end-to-end store fit-out projects (new openings, refurbishments, relocations). Develop project timelines, cost plans, and execution schedules. Coordinate with design, operations, real estate, and external consultants. Ensure timely store handover for operations commencement.
• Cost Control & Budget Management: Prepare and review project CAPEX budgets. Conduct cost benchmarking for materials, contractors, and suppliers. Evaluate and negotiate quotations to achieve best value. Monitor cost variation orders (VO) and prevent unnecessary escalation. Maintain cost tracking reports for management review.
• Contractor & Vendor Management: Source, evaluate, and appoint contractors and suppliers. Ensure competitive tender process and documentation compliance. Monitor contractor performance and workmanship quality. Ensure contractors adhere to safety and site regulations.
• Technical & Compliance Oversight: Ensure drawings comply with local authority requirements and mall management guidelines. Oversee M&E coordination (electrical load, lighting, air-conditioning, refrigeration, POS power points). Ensure compliance with fire safety, licensing, and regulatory requirements. Manage defect rectification before and after handover.
• Standardisation & Continuous Improvement: Develop standardized BQ templates and cost benchmarks. Create fit-out specifications to maintain brand consistency across outlets. Review material selection for durability and cost efficiency. Propose value engineering solutions without compromising quality.

Job Requirements

• Degree in Quantity Surveying, Construction Management, Interior Design, Architecture, or related field.
• Minimum 5–8 years experience in retail fit-out or commercial construction.
• Experience managing multi-outlet rollouts preferred (e.g., convenience chains
