Job summary

Cofreth is seeking a seasoned Facilities and Maintenance Manager to lead a team responsible for the operation of a mall or commercial property in Malaysia. The role requires strong leadership, regulatory know-how and a proactive approach to maintenance across M&E, HVAC, lifts, CCTV and fire protection systems.

You will oversee day-to-day facilities management, coordinate budgets, procurement, and vendor performance, while maintaining safety and service quality for tenants and shoppers.

Qualifications

• Bachelor’s degree in Mechanical/Electrical/Facilities/Property Engineering or related discipline.
• A Master’s degree will be an added advantage.
• Minimum 5 years' relevant experience with at least 3 years in a managerial or supervisory role.
• Strong knowledge of Malaysian building regulations and OSH requirements.
• Proficient in MS Office and CMMS.

Responsibilities

• Lead, supervise and manage the Facilities and Maintenance team for smooth operation of mall or commercial building.
• Oversee day-to-day operations, maintenance and administration of building, common areas, infrastructure and grounds.
• Develop, implement and monitor preventive and corrective maintenance for M&E, HVAC, lifts/escalators, fire systems, CCTV, access control and plumbing.
• Conduct regular inspections to ensure safety, cleanliness and regulatory compliance.
• Plan and manage annual maintenance budgets and identify cost-saving initiatives.
• Manage procurement, including specifications, quotations, tenders and contractor evaluation.
• Supervise service providers and ensure quality delivery of security, cleaning, landscaping and pest control.
• Ensure licenses, permits, insurance and service contracts are valid and renewed.
• Coordinate repair, refurbishment and upgrading works with minimal tenant disruption.
• Monitor energy consumption and implement efficiency initiatives.
• Build relationships with tenants, retailers, authorities and contractors.
• Respond promptly to tenant feedback and emergencies; conduct reviews with the facilities team.
• Prepare monthly management and performance reports for Management.
• Lead and develop the facilities team for operational excellence.

Key Responsibilities

• Lead, supervise and manage the Facilities and Maintenance team to ensure the smooth and efficient operation of the shopping mall or commercial building.
• Oversee the day-to-day operations, maintenance and administration of the building, common areas, infrastructure and surrounding grounds.
• Develop, implement and monitor preventive and corrective maintenance programmes for all Mechanical & Electrical (M&E) systems, including HVAC, lifts, escalators, fire protection systems, generators, CCTV, access control, lighting and plumbing systems.
• Conduct regular inspections of building facilities to ensure operational efficiency, safety, cleanliness and compliance with statutory requirements.
• Plan, prepare and manage annual maintenance budgets, monitor operational expenditures and identify cost-saving initiatives without compromising service quality.
• Manage procurement activities, including preparing technical specifications, obtaining quotations, evaluating tenders, recommending contractors and suppliers and ensuring quality service delivery.
• Supervise and evaluate the performance of service providers, including security, cleaning, landscaping, pest control, waste management, lift maintenance and other specialist contractors.
• Ensure all statutory licenses, permits, insurance policies, certifications and service contracts are valid, renewed on time and fully compliant with regulatory requirements.
• Coordinate rectification, repair, refurbishment and upgrading works for common areas and building facilities while minimizing disruption to tenants and shoppers.
• Monitor utility consumption and implement energy efficiency initiatives to optimize operational costs and sustainability performance.
• Build and maintain strong working relationships with tenants, retailers, clients, authorities, consultants, contractors and other stakeholders.
• Respond promptly and professionally to tenant feedback, complaints and emergency situations, ensuring timely resolution and high customer satisfaction.
• Conduct regular operational meetings, toolbox briefings and performance reviews with the facilities team and service providers.
• Prepare and submit monthly management, maintenance, operational and performance reports to Management.
• Ensure full compliance with Workplace Safety & Health (OSH), Emergency Response Procedures, Fire Safety requirements and company policies.
• Lead, coach, mentor and develop the facilities team to achieve operational excellence and continuous improvement.
• Perform any other duties assigned by Management from time to time.
