Job description

Job Purpose

This role is a core management position within the APAC facility operations team, responsible for building and managing a professional operations team covering HV/MV/LV distribution systems and other critical infrastructure, ensuring all facility systems operate safely, reliably, and efficiently at all times. This position focuses primarily on HV distribution system operations, while overseeing and coordinating the overall maintenance of MV/LV systems and monitoring systems (SCADA/EPMS/BMS).

Key Responsibilities

1. Maintenance Planning & Management

• Plan and manage preventive, predictive, and corrective maintenance programmers, including maintenance schedules, shutdown planning, maintenance procedures, and resource allocation to ensure reliable operation of all facility systems.
• Develop and implement standardized maintenance strategies and SOPs across the Asia-Pacific region to ensure consistency and replicability of operations across multiple sites.
• Continuously optimize maintenance plans based on equipment operation data and historical failure records to reduce Total Cost of Ownership (TCO) and maximize equipment availability.
• Lead the annual maintenance budget planning process, ensuring rational allocation of manpower, spare parts, and outsourced services with full transparency and effective cost control.

2. Maintenance Leadership & Troubleshooting

• Lead maintenance activities by supervising maintenance personnel and contractors, troubleshooting equipment failures, performing root cause analysis (RCA), coordinating repairs, and implementing corrective actions to minimize downtime.
• Act as the overall commander for emergency response, establishing and implementing an Emergency Response Team (ERT) framework to ensure rapid, orderly, and safe handling of any power outage or equipment failure.
• Lead Root Cause Analysis (RCA) and produce formal investigation reports, driving the implementation of long-term Corrective and Preventive Actions (CAPA) to eliminate recurring failures.
• Build and maintain a technical collaboration network with key equipment suppliers and service contractors, ensuring rapid external resource mobilization during critical incidents.

3. Electrical & Facility Systems Monitoring

• Monitor and maintain all electrical and facility systems, including HV/MV/LV systems, power transformers, RMUs, UPS, ATS, protection relays, battery systems, SCADA, EPMS, BMS, and other critical infrastructure in accordance with OEM recommendations and applicable standards.
• Establish and improve a comprehensive equipment lifecycle management system, ensuring full traceability from installation/commissioning to routine operations and eventual decommissioning/renewal.
• Introduce and implement digital maintenance management tools (e.g., CMMS/EAM systems) to digitize and data-enable work order management, spare parts inventory, and preventive maintenance scheduling.
• Organize regular system health assessments and risk evaluations (e.g., thermal imaging, partial discharge testing, harmonic analysis) to proactively identify and eliminate potential hazards before they

4. Performance Compliance & Team Development

• Ensure maintenance performance and compliance by monitoring maintenance KPIs, maintaining quality and safety standards, supporting personnel training and competency development, preparing maintenance reports, and performing any other duties assigned by the superior from time to time.
• Take full ownership of building and establishing the APAC facility operations team from the ground up, including workforce planning, recruitment, candidate selection, onboarding, and on-the-job coaching.
• Design and implement a team performance appraisal system (including KPI setting, periodic evaluations, and feedback sessions). Possess the authority to hire, assess, and recommend dismissal for employees at department manager level and below; hold the right to evaluate, recommend, and advise on appointments and dismissals for director-level employees.
• Develop systematic training and competency development programs with a focus on cultivating local technical talents, ensuring the team possesses autonomous operational capabilities and long-term sustainability.
• Foster a high-performance, high-execution team culture, firmly upholding the principle of "no egalitarianism, more reward for more contribution," ensuring that incentive resources are precisely allocated to high-performing talents who truly carry the operational pressure.

Requirements

• Bachelor's Degree or above in Electrical Engineering, Mechatronics or related fields
• Candidates holding Suruhanjaya Tenaga Chargeman A4/A1 certification may be considered with a Diploma qualification
• Minimum 8 years of hands-on experience in facility maintenance management or electrical system operations. Experience in large-scale industrial plants, data centers, or infrastructure projects is highly preferred.
• Candidates with Chargeman A4 certification and exceptional experience may be considered with fewer years of experience
• 3+ years of team management experience; prior experience in building a team is a significant advantage.
• Candidates with full lifecycle operations experience in data centers or large-scale industrial plants is advantage.
• Lean Six Sigma, PMP, or other management certifications are a plus
• Proficient in English (spoken and written) is required. Proficiency in Mandarin (spoken and written) will be an added advantage to support communication within Malaysia’s multicultural working environment and facilitate collaboration with Chinese-speaking management and stakeholders
• Proficient in office software, Excel, PowerPoint.
• In-depth knowledge of HV/MV/LV distribution systems and protection principles; familiar with SCADA/EPMS/BMS system operations; strong analytical and problem-solving skills.
• Familiar with the implementation and operation of digital maintenance management systems such as CMMS/EAM.
• Strong data analysis capabilities to drive decision-making and continuous improvement through operational data.
• Strong leadership, ability to work under pressure, excellent crisis management, and cross-departmental communication skills.
• Possession of Suruhanjaya Tenaga Competent Person or Chargeman certificate is an added advantage.
• Strong leadership capabilities, with the ability to inspire and guide a culturally diverse team toward shared goals.
