Job summary

WCT Holdings Berhad is seeking a skilled M&E Tendering professional to prepare and coordinate tender submissions and PQ documents for construction projects in Malaysia. You will review drawings, specifications and scope of works to identify M&E requirements and risks, and work with internal teams to gather information for competitive submissions.

Qualifications

• Degree in Mechanical Engineering, Electrical Engineering, Quantity Surveying or equivalent.
• 3–5 years of M&E experience in construction tendering.
• Experience preparing M&E tender submissions and PQ documents.
• Knowledge of cost analysis, quotes and value engineering.
• Familiarity with drawings, specifications, BQ and contracts.

Responsibilities

• Prepare and coordinate M&E tender submissions and PQ documents.
• Review tender documents, drawings, specifications and scope of works to identify M&E requirements, potential risks and tender conditions.
• Coordinate with internal departments, consultants, suppliers and subcontractors to obtain the necessary technical and commercial information for tender submissions.
• Prepare M&E technical write-ups, compliance statements, tender clarifications and other supporting documents.
• Ensure all M&E tender and PQ submissions are complete, accurate and submitted within the stipulated deadlines.
• Prepare M&E cost estimates, quantity take-offs and preliminary budgets based on tender drawings, specifications and project requirements.
• Obtain and evaluate quotations from M&E subcontractors and suppliers, including comparison of prices, scope, exclusions and commercial terms.
• Analyse M&E tender costs, identify cost-saving opportunities and propose alternative solutions where appropriate.
• Review subcontractor quotations and identify discrepancies, omissions, provisional sums and potential cost implications.
• Assist in preparing tender pricing, cost breakdowns, commercial clarifications and supporting documents for management review.
• Identify commercial risks, including scope gaps, contractual obligations, cost exposure and potential variations.
• Review M&E systems, including mechanical, electrical, plumbing, fire protection and other building services, to ensure compliance with project specifications and applicable requirements.
• Coordinate with the tender, contracts, procurement and project teams on M&E technical and commercial matters.
• Liaise with consultants, suppliers and subcontractors to clarify technical requirements, specifications and pricing assumptions.
• Support value engineering exercises and propose practical, cost-effective M&E solutions.
• Maintain a database of M&E cost information, supplier quotations, subcontractor rates and tender records for future reference.
• Provide M&E technical and commercial input to support tender strategies and management decision-making.
• Monitor tender progress and ensure timely completion of assigned tasks.
• Perform other duties related to M&E tendering and pre-contract activities as assigned by Management.

Qualifications and Requirements

Degree in Mechanical Engineering, Electrical Engineering, Quantity Surveying or an equivalent qualification.

Minimum 3-5 years of relevant experience in M&E engineering, preferably in the construction industry with exposure to tendering and pre-contract activities.

Experience in preparing M&E tender submissions, PQ documents, cost estimates and quantity take-offs.

Good commercial knowledge of M&E works, including cost analysis, subcontractor and supplier quotations, tender pricing and value engineering.

Good understanding of M&E drawings, specifications, bills of quantities (BQ), tender conditions and construction contracts.

Proficient in Microsoft Excel, AutoCAD and other relevant technical or cost estimation software.

Able to manage multiple tender submissions and meet tight deadlines.
