Job summary

CHINA STATE CONSTRUCTION ENGINEERING (M) SDN. BHD. is seeking a Business Development and Market Expansion professional in Kuala Lumpur.

You will identify new M&E project opportunities, build and maintain client networks, and coordinate technical and commercial proposals with internal teams. Requirements include a 3+ year track record in M&E within construction, strong communication and negotiation skills, and fluency in English and Bahasa Malaysia. Mandarin is an added advantage.

Qualifications

• Bachelor’s degree or above in Mechanical/ Electrical/ Building Services Engineering or related field.
• At least 3 years in M&E in construction; experience in business development or technical/ commercial roles preferred.
• Ability to read MEP drawings and understand quantities and costs.
• Proven ability to identify opportunities and build client relationships.
• Familiar with local Malaysia market, tendering and contract processes.
• Fluent in English and Bahasa Malaysia; Mandarin is a plus.
• Strong communication, presentation and negotiation skills.
• Proficient in MS Office and reporting tools.
• Proactive, commercially minded, able to manage multiple opportunities.

Responsibilities

• Identify and pursue new M&E project opportunities in Malaysia.
• Establish and maintain client relationships with key stakeholders.
• Coordinate technical proposals and presentations with internal teams.
• Participate in technical/commercial discussions and negotiations.
• Track opportunities through tendering to contract award.
• Monitor market trends and prepare business development reports.
• Develop local subcontractor and supplier networks.
• Coordinate project and tender activities across teams.
• Maintain accurate records and prepare regular BD reports.
• Perform other duties as assigned by Head of Department.
