Job summary

Job Summary:

The HR Specialist is responsible for managing end-to-end foreign worker recruitment, expatriate employment processes, and payroll administration.

Essential Duties and Responsibilities:
  • Manage the full recruitment cycle for foreign workers, including sourcing, screening, selection, and onboarding
  • Liaise with recruitment agencies, government authorities, and relevant stakeholders
  • Ensure compliance with immigration laws and labor regulations
  • Monitor quotas, permits, FOMEMA, renewal and documentation requirements
  • Handle expatriate application processes including employment passes, visas, and related permits
  • Manage renewals, cancellations, and status updates of expatriate employment
  • Liaise with immigration authorities and external service providers, and document handling

3. Local Recruitment Support

  • Support recruitment for local direct and indirect employees
  • Assist hiring managers with job postings, candidate screening, and interview coordination
  • Maintain recruitment records and ensure timely hiring processes

4. Payroll Administration

  • Process monthly payroll accurately and on time
  • Ensure proper calculation of salaries, overtime, allowances, and deductions
  • Handle statutory contributions and submissions (e.g., EPF, SOCSO, EIS, PCB)
  • Maintain payroll records and ensure compliance with legal and company requirements

5. Compliance & Documentation

  • Ensure all HR processes comply with local labor laws and regulations
  • Maintain accurate employee records and documentation
  • Prepare reports related to recruitment, foreign worker & expatriate status, and payroll
Qualifications:
  • Diploma/Bachelor’s degree in Human Resources, Business Administration, or related field
  • 3–5 years of HR experience, preferably in foreign worker management and payroll systems
  • Strong knowledge of labor laws, immigration procedures, and statutory requirements
  • Experience in handling expatriate permits and foreign worker renewal
  • Good communication and coordination skills
  • High attention to detail and confidentiality
  • Experience working with government portals (e.g., immigration, labor department systems)
  • Ability to manage multiple tasks and deadlines effectively
