Job summary

EPF Malaysia seeks a Stakeholder Engagement and CDSU Programme Manager to lead planning, development, implementation and governance of CDSU initiatives, strengthening stakeholder relationships and delivering measurable social impact aligned with EPF’s strategic objectives.

The role covers programme design, needs assessments, governance, budgeting, MEL and reporting, with collaboration across government bodies, NGOs, academia and strategic partners to advance EPF’s priorities.

Qualifications

  • Malaysian citizen required.
  • Passed Malay Language (including oral) at SPM level.
  • Bachelor Degree (Honours) from a government-recognised institution.
  • 4–6 years of relevant experience.
  • Experience in community development, CSR, sustainability, or stakeholder engagement.
  • Experience working with communities and designing community-based programmes.

Responsibilities

  • Design and recommend CDSU programmes aligned with EPF objectives.
  • Plan, implement and review CDSU programmes within scope, timeline and budget.
  • Conduct needs assessments, research and benchmarking for programme development.
  • Develop CDSU strategies, annual workplans and roadmaps.
  • Prepare governance documents including concept papers and Board papers.
  • Implement MEL frameworks with KPIs and impact measurement.
  • Engage with government agencies, NGOs, academia, social enterprises and partners.
  • Coordinate stakeholder consultations and manage partnerships.
  • Prepare reports and dashboards for Board and management updates.
  • Assist budgeting, monitoring expenditure and resource optimization.
  • Support audit coordination and timely resolution of findings.
  • Collaborate with other units on cross-functional initiatives.

JOB SUMMARY

Support the planning, development, implementation and governance of Stakeholder Engagement and Community Development & Social Upliftment (CDSU) initiatives to strengthen stakeholder relationships and deliver sustainable social impact. The role is responsible for programme development and management, stakeholder engagement, monitoring, evaluation and learning (MEL), governance, budgeting, audit coordination and reporting, while contributing to cross-functional initiatives that advance EPF's strategic objectives.



JOB RESPONSIBILITIES


  • Design, develop and recommend CDSU programmes and initiatives aligned with EPF's strategic objectives, informed by emerging social issues, stakeholder expectations and national priorities.

  • Support the planning, implementation and review of CDSU programmes from inception to completion, ensuring delivery within approved scope, timeline and budget.

  • Conduct needs assessments, research and benchmarking to inform programme development and continuous improvement.

  • Support the development of CDSU strategies, annual workplans and programme roadmaps.

  • Develop concept papers, programme proposals, Board papers, management papers and other approval documents in compliance with EPF's governance, procurement and approval frameworks.

  • Implement Monitoring, Evaluation and Learning (MEL) frameworks by establishing programme KPIs, outcome indicators and impact measurement methodologies to assess programme performance and drive continuous improvement.

  • Support engagement with government agencies, NGOs, academic institutions, social enterprises and strategic partners to strengthen collaboration and programme delivery.

  • Coordinate stakeholder consultations, manage strategic partnerships and collaborative initiatives, and incorporate stakeholder feedback to enhance programme design and implementation.

  • Prepare reports, dashboards, presentation materials, executive summaries and other management updates for the Board, Management and external stakeholders, as required.

  • Support the planning and management of the Unit's annual operating budget by monitoring programme expenditure, optimising budget utilisation and ensuring the prudent and efficient use of resources.

  • Support internal and external audit exercises by preparing documentation, coordinating information requests and facilitating the timely resolution of audit findings.

  • Collaborate with other units and sections within the Department to support cross-functional initiatives, special projects and organisational priorities, providing strategic and operational expertise where required.



SKILLS & QUALIFICATIONS


  • Malaysian citizen

  • Passed the Malay Language (including oral test) at Sijil Pelajaran Malaysia (SPM) level.

  • Bachelor Degree (Honours) recognised by the Government from any local or abroad higher learning institution or qualification.

  • Minimum 4 - 6 years of relevant experience.

  • Relevant working experience in community development, corporate social responsibility (CSR), sustainability, social impact, stakeholder engagement or programme management.

  • Demonstrated experience in working directly with communities, including conducting needs assessments, engaging beneficiaries and community partners, and designing or implementing community-based programmes.

  • Ability to engage respectfully with diverse communities and stakeholders, understand their needs, and translate insights into practical, sustainable programmes that deliver measurable social impact.

  • A strategic thinker with good communication and interpersonal skills.

  • Highly organised and perform well under pressure.

  • Strong research and analytical skills.

  • Problem solving skills with incredible attention to detail
