The Executive / Senior Executive, Programme Development & Management is responsible for supporting the development, planning and implementation of healthcare programmes and strategic initiatives, ensuring that approved programme and benefit designs are translated into structured, practical and sustainable implementation plans.
The role supports the end-to-end project lifecycle, from programme feasibility assessment and project planning through implementation, risk management, stakeholder coordination, operational handover and post-launch monitoring.
Working closely with multidisciplinary teams and internal and external stakeholders, the incumbent will help ensure healthcare programmes are delivered according to their intended scope, timelines and strategic objectives, while facilitating a smooth transition into ongoing operations.
Translate approved healthcare programme and benefit requirements into structured project plans, implementation activities, timelines, milestones and deliverables.
Support programme and project development by conducting relevant research, evidence reviews, market analysis and feasibility assessments to inform implementation planning and decision-making.
Develop and maintain project plans that clearly define scope, deliverables, timelines, resource requirements, dependencies and stakeholder responsibilities.
Coordinate the end-to-end implementation and deployment of new healthcare programmes, plans and schemes from project initiation through launch and operational transition.
Identify, assess and monitor project risks, issues and dependencies, and support the development and implementation of appropriate mitigation measures.
Assess programme feasibility and operational readiness to ensure new initiatives can be effectively and sustainably integrated into existing processes and operations.
Coordinate cross-functional project activities involving relevant departments such as Operations, Finance, Legal, Quality Assurance, Digital Technologies and other stakeholders to ensure alignment and timely delivery.
Engage healthcare providers, external partners and other relevant stakeholders to align external capabilities, operational requirements and project deliverables with programme objectives.
Develop stakeholder engagement and communication materials to clearly communicate programme requirements, project expectations, implementation arrangements and key changes.
Monitor project progress against agreed milestones, deliverables, timelines and performance indicators, and highlight potential risks, delays or implementation issues for appropriate action.
Coordinate the development of SOPs, guidelines, workflows and other operational documentation required to support programme implementation and ongoing operations.
Plan and execute structured project handovers to relevant operational teams, ensuring appropriate knowledge transfer, documentation, responsibilities and outstanding matters are clearly communicated.
Support post-launch monitoring of programme KPIs, implementation outcomes and stakeholder feedback to assess whether initial project assumptions and intended objectives are being achieved.
Analyse post-implementation performance and lessons learned, and provide insights and recommendations to relevant teams to support continuous programme and project improvement.
Prepare project updates, reports, presentations and management papers covering project progress, risks, issues, recommendations and proposed actions for Management and relevant stakeholders.
Maintain accurate and appropriate project documentation, including project plans, risk and issue registers, decision records, meeting outcomes and implementation records.
Bachelor’s degree in Business Administration, Project Management, Healthcare Administration or another relevant discipline from a recognised institution.
Project Management Professional (PMP) certification or an equivalent project management qualification will be a significant advantage.
Relevant experience in project coordination, project management, programme development or programme implementation, preferably within healthcare, health insurance or health technology environments.
Experience or exposure in areas such as healthcare programme development, project implementation, healthcare operations, process improvement, transformation initiatives or cross-functional project management will be advantageous.
Understanding of the Malaysian healthcare landscape and healthcare contracting processes will be an added advantage.
Strong project management and organisational capabilities, with the ability to manage multiple projects, priorities and competing deadlines.
Strong analytical and problem-solving skills with the ability to evaluate data, research evidence, project risks and implementation requirements.
Good stakeholder management skills with the ability to coordinate effectively across multidisciplinary and cross-functional teams.
Excellent written and verbal communication skills in English and Bahasa Malaysia, with the ability to communicate complex programme and project information clearly.
Ability to work collaboratively while also operating independently with appropriate supervision.
Proficiency in Microsoft Excel, PowerPoint, Microsoft Teams and relevant project management tools.
