Randstad Malaysia is recruiting a Development Manager specializing in township planning for Kuala Lumpur's large-scale master plans. You will translate architectural concepts into macro layouts, balance GDV with livability, and coordinate with consultants to secure planning approvals.
You will lead statutory submissions, liaise with PBT PLANMalaysia PTG and utility agencies, and ensure compliance with the Town and Country Planning Act. A strong portfolio in township master planning is essential.
Malaysia’s most established and diversified property, with a pioneering track record spanning several decades. Their developments have shaped regional built environments.
You will play a central role in driving the spatial, regulatory, and technical planning for multi-phase, large-scale master-planned developments. Leveraging architectural foundation, you will bridge the gap between visionary conceptual design, technical viability, and municipal statutory approval.
Master Layout & Spatial Design:
Translate architectural concepts into viable macro-scale layouts, parcel sub-divisions, road network hierarchies, and zoning strategies.
Conduct yield optimization, plot ratio, and density analyses to balance Gross Development Value (GDV) with livability and sustainability standards.
Statutory Planning & Approvals:
Formulate, coordinate, and manage statutory planning submissions, including Planning Permission (Kebenaran Merancang – KM), zoning reclassifications, layout plan amendments, and sub-division (Surat Kelulusan Pelan Susunatur).
Ensure strict compliance with the Town and Country Planning Act 1976 (Act 172), local structure plans, and District Local Plans (Rancangan Tempatan Daerah – RTD).
Consultant & Technical Coordination:
Direct and coordinate multidisciplinary external consultant teams, including C&S engineers, traffic impact assessment (TIA) specialists, environmental consultants (EIA), landscape architects, and land surveyors.
Coordinate with internal project teams to ensure alignment between planning approvals and detailed architectural/engineering construction drawings.
Authority Liaison:
Lead technical presentations and follow-ups with local municipal councils (Pihak Berkuasa Tempatan – PBT), state planning departments (PLANMalaysia), Land and Mines Offices (PTG), and utility agencies (TNB, Air Selangor, JPS, JKR).
Proactively resolve site-specific statutory constraints, including topography/slope compliance, utility reserves, right-of-way alignments, and environmental buffer zones.
Bachelor’s Degree in Architecture (LAM Part I equivalent), Urban Design.
3 to 6 years of relevant experience, ideally within a property developer, planning consultancy, or architectural practice with a portfolio in township master planning or large-scale mixed-use developments.
