Pengurusan Aset Air Berhad (PAAB) in Kuala Lumpur seeks a Quantity Surveyor to join the Contract Department. You will execute and monitor tasks, review tender documents, manage contract administration, variations, and final accounts, ensuring compliance with PAM, JKR, FIDIC and company KPI requirements.
The role requires a recognized degree in Quantity Surveying and 1-3 years’ experience, with strong ability to interpret contractual terms and coordinate with internal and external stakeholders.
Responsible for executing and monitoring assigned tasks, ensuring their timely completion in accordance with established procedures and departmental requirements. Reports work progress, issues and recommendations to the Immediate Superior and Head of Department while supporting the implementation of departmental objectives.
Executes activities within the Contract Department in accordance with the Standard Operating Procedures.
Updates the Individual Key Performance Indicator (KPI) on a monthly basis.
Updates departmental activities and maintains the tracker, liaises with the Manager and finalizes and reports updates to the Manager on a monthly basis.
Attends all relevant meetings together with the Manager and/or Assistant Manager, including but not limited to site and technical meetings; provides input on contractual and costing matters and updates the HOD after each meeting.
Liaises with staff from external departments on daily operational matters to ensure smooth coordination and achievement of departmental objectives and updates the HOD following discussions.
Reviews the preparation of tender documents and liaises with the Manager-in- Charge.
Participates as a member of the Commercial Evaluation Committee (CEC) from time to time in accordance with the Procurement Manual.
Vets and reviews the preparation of Bills of Quantities (BQ) for all Pengurusan Aset Air Berhad projects to be tendered.
Reviews the preparation of contract documents and liaises with the Immediate Superior.
Monitors and ensures that all pre-contract requirements, including Performance Bonds, insurance, SOCSO registration, levy payments and TT applications are completed accurately and within the stipulated timeline.
Reviews and analyses pricing proposals, conducts price rationalization and finalizes the agreed pricing before contract signing, subject to concurrence from the Immediate Superior and Head of Department.
Liaises with the Immediate Superior to ensure compliance with all contractual requirements and monitors the contract execution process, including the signing, binding and circulation of contract documents.
Checks and reviews Variation Order papers and Provisional Sum activation papers within the stipulated timeline and liaises with the Immediate Superior to determine the appropriate approved format.
Reviews variation valuation submissions and ensures finalization within six months after the issuance of the Certificate of Practical Completion (CPC).
Assists the HOD in verifying, checking, reviewing and processing all contractual claims for projects.
Checks and processes interim payments to Contractors/Consultants, ensuring they are finalized and recommended within the timeline stipulated under PAAB’s Corporate KPI, including participation in the site evaluation process.
Compiles inputs for the analysis of cost data and cost trends for awarded and completed projects.
Checks, reviews and processes all contractual certificates, including Extension of Time, Partial/Sectional Completion, Non-Completion and Completion Certificates, as well as certificates such as the Certificate of Practical Completion (CPC) and Defects Making Good Certificate, ensuring compliance with the Conditions of Contract.
Checks, reviews and processes submissions for Contract Price Adjustment (PHK), including final remeasurement of Provisional Quantities, Provisional Sums and Variations.
Reviews and checks the Statement of Final Account for each project and ensures that it is finalized after the issuance of the Certificate of Completion of Making Good Defects (CMGD).
Provides regular updates to the Manager and Immediate Superior on monthly departmental tasks, activities and progress.
Updates the required data in relevant systems regularly and ensures the accuracy and completeness of information reflected in PRMS, SAP, SignCloud, eZofis and other related systems.
Assists the Immediate Superior in assessing Consultants’ performance in relation to their assigned tasks and responsibilities.
Implements other related tasks as instructed from time to time by the Head of Department or Immediate Superior.
Recognized Degree in Quantity Surveyor or its equivalent;
At least 1-3 years’ experience in Quantity Surveying and Contract Administration job skills pre and post contract.
Possesses a strong understanding of contract terms, conditions and obligations.
Demonstrates knowledge of various types of construction contracts, such as PAM, JKR, FIDIC, Design & Build and other relevant forms of contract.
Demonstrates the ability to interpret contractual clauses and assess their contractual implications.
Possesses a sound understanding of contract administration procedures, including contract award, execution, variations, extension of time and final account.
