Job summary

嘉驰国际 X-Giants International is seeking an experienced EHS Executive for our Penang semiconductor plant. You will develop and maintain Environmental, Health and Safety programs, ensuring adherence to Malaysia’s DOSH/DOE standards and a safe workplace.

The role requires 3–5 years in EHS within semiconductors and a valid Green Book/SHO certification. You will collaborate with Facilities and Engineering teams to manage safety, permits, and regulatory compliance.

Qualifications

• Bachelor’s degree in Occupational Health & Safety, Environmental Eng, or related field.
• Minimum 3–5 years of EHS experience in semiconductor industry.
• Valid EHS Green Book / Registered Safety & Health Officer certification with DOSH Malaysia is mandatory.
• Strong knowledge of Malaysian DOSH/JKKP and DOE requirements.
• Experience in workplace safety, risk assessment and EHS compliance.
• Good understanding of manufacturing workplace safety requirements.

Responsibilities

• Act as liaison with regulatory authorities including DOSH/JKKP and DOE.
• Ensure facility complies with occupational safety and environmental regulations.
• Monitor licenses, permits and certifications for factory operations.
• Manage certifications for equipment (PMA/PMT, pressure vessels, hoisting).
• Support regulatory inspections, audits, and follow-up actions.
• Develop and maintain EHS policies, procedures and programs.
• Conduct hazard identification, risk assessments, and safety inspections.
• Coordinate EHS training and documentation.
• Prepare EHS reports for management and HQ.

Job description

We are looking for an experienced EHS Executive to join our Facilities Department at our semiconductor manufacturing plant in Penang. The EHS Executive will be responsible for developing, implementing and maintaining the company's Environmental, Health and Safety (EHS) programs, ensuring compliance with Malaysian statutory requirements and maintaining a safe and environmentally responsible workplace.

This role will work closely with the Facilities and Engineering teams to ensure that plant operations, chemical handling, equipment installation and facility expansion projects comply with applicable safety and environmental standards. This position requires prior experience in the semiconductor industry and a valid EHS Green Book / DOSH Registered Safety & Health Officer qualification.

Key Responsibilities:

• Act as the primary liaison with relevant regulatory authorities, including DOSH/JKKP and DOE.
• Ensure the manufacturing facility complies with applicable Malaysian occupational safety and environmental regulations.
• Monitor and maintain statutory licenses, permits and certifications required for factory operations.
• Manage and track machinery-related certifications and permits, including PMA/PMT for pressure vessels and hoisting/lifting equipment.
• Support regulatory inspections, audits, applications and follow-up actions.

Workplace Health & Safety

• Develop, implement and maintain EHS policies, procedures and programs across the manufacturing facility.
• Conduct workplace inspections, hazard identification and risk assessments.
• Monitor compliance with safety procedures and recommend corrective and preventive actions.
• Support accident and incident investigation and ensure appropriate corrective actions are implemented.
• Promote safety awareness and a strong EHS culture among employees and contractors.

Emergency Response & Chemical Safety

• Develop and maintain emergency response plans and coordinate Emergency Response Team (ERT) activities.
• Manage workplace emergency preparedness and response procedures.
• Monitor chemical handling, storage and usage to ensure compliance with safety requirements.
• Support chemical risk assessments and relevant regulatory requirements.
• Support environmental compliance and liaise with DOE when required.
• Manage scheduled waste and other waste management activities.
• Ensure proper documentation, handling, storage and disposal of regulated waste.
• Monitor environmental risks arising from plant operations.
• Work closely with Facilities and Engineering teams on equipment installation, plant modifications and facility expansion/hook-up projects.
• Ensure EHS requirements are incorporated into new projects and plant changes.
• Review safety requirements for new machinery, equipment and processes.
• Provide EHS guidance during construction, installation and commissioning activities.

Training & Documentation

• Conduct EHS training, safety briefings and awareness programs.
• Maintain EHS records, reports, procedures, permits and compliance documentation.
• Coordinate contractor safety programs and Permit-to-Work (PTW) requirements.
• Prepare EHS reports and updates for management and HQ.

Job Requirements

Mandatory Requirements

• Bachelor's Degree in Occupational Health & Safety, Environmental Engineering, Mechanical/Electrical Engineering or a related discipline.
• Minimum 3–5 years of EHS experience in the semiconductor industry.
• Valid EHS Green Book / Registered Safety & Health Officer (SHO) certification with DOSH Malaysia is mandatory.
• Strong knowledge of Malaysian DOSH/JKKP and DOE requirements.
• Experience in workplace safety, risk assessment and EHS compliance.
• Good understanding of manufacturing workplace safety requirements.
• Strong communication skills in English and Bahasa Malaysia.

Preferred Qualifications

• Experience in semiconductor packaging, IC assembly/testing or electronics manufacturing.
• Experience handling PMA/PMT, pressure vessels, lifting/hoisting machinery or other DOSH-regulated equipment.
• Experience in chemical management and scheduled waste management.
• Experience coordinating EHS requirements for plant setup, expansion or facility projects.
• Experience with Emergency Response Team (ERT) and emergency preparedness.
• Experience managing contractors and Permit-to-Work systems.
• Mandarin proficiency is highly advantageous for communication with HQ and internal stakeholders.

Working Schedule

• 5-day working week
• Normal working hours; no shift work required
• May be required to provide overtime standby support based on factory operational requirements.
