Job summary

Resourceful Management Consulting in Malaysia seeks an EHS professional to ensure regulatory compliance and risk management across a manufacturing/semiconductor packaging facility. The role liaises with DOSH/JKKP and DOE, maintains licenses, and leads safety programs.

You will conduct HIRARC assessments, manage PTw, lead incident investigations, oversee waste and emissions, and drive a culture of safety with contractors and staff, reporting to Facilities HQ.

Qualifications

• Bachelor's degree in relevant OHS, environmental or engineering field.
• 3–5 years of EHS experience in manufacturing or semiconductor packaging.
• Registered SHO with valid DOSH Green Book preferred; other certifications a plus.

Responsibilities

• Serve as liaison with DOSH/JKKP, DOE and ensure regulatory compliance.
• Maintain and renew licenses, permits, and equipment certifications.
• Conduct HIRARC assessments and manage PTw for high-risk tasks.
• Lead incident investigations using RCA and CAPA.
• Oversee waste storage and disposal; monitor emissions and effluent.
• Manage SDS and secondary containment for storage areas.
• Train ERT and First Aid teams; coordinate fire drills.
• Conduct safety inductions for hires, contractors, and visitors.
• Perform safety audits on contractors during installation.
• Track EHS metrics (LTIs, near-miss) and report to HQ.

Key Responsibilities

Regulatory Compliance

• Serve as the primary liaison with local regulatory bodies including DOSH/JKKP and DOE
• Ensure compliance with the Occupational Safety and Health Act, Factories and Machinery Act, and Environmental Quality Act
• Maintain and renew all statutory licenses, permits, and equipment certifications (PMA/PMT, hoisting permits, etc.)

Workplace Safety & Risk Management

• Conduct regular HIRARC assessments for facility and production activities
• Manage the Permit to Work (PTw) system for high-risk tasks (Confined Space, Hot Work, LOTO, Working at Heights)
• Lead incident investigations using RCA and drive CAPA implementation
• Oversee Scheduled Waste storage, handling, and compliant disposal
• Monitor emissions and effluent indicators to ensure discharge stays within statutory limits
• Manage Chemical SDS and maintain proper secondary containment for storage areas

Fire Life Safety & Emergency Response

• Custodian of fire protection systems (FM200, sprinklers, detectors, pumps)
• Train and coordinate the Emergency Response Team (ERT) and First Aid team
• Plan and execute annual fire drills and evacuation simulations

Safety Culture & Contractor Management

• Conduct safety inductions for new hires, contractors, and visitors
• Perform safety audits on contractors during installation and hook-up projects
• Track EHS metrics (zero LTI, near-miss reporting) and report to Facilities Head and HQ

Qualifications:

• Bachelor's Degree in Occupational Health & Safety, Environmental Engineering, Mechanical/Electrical Engineering, or related field
• 3 to 5 years of EHS experience in a manufacturing or semiconductor packaging environment

Certifications (Highly Preferred)

• Registered SHO with valid DOSH Green Book certification
• CePSWAM, CePIETS, or CePBFO certification is a major plus
• Excellent command of English and Bahasa Malaysia
• Mandarin proficiency is highly advantageous for reading technical documents and reporting to HQ
• Diplomatic yet assertive communication style
• Strong analytical mindset with practical risk mitigation focus
