Job summary

Perbadanan Bekalan Air Pulau Pinang Sdn Bhd in Penang is seeking a Civil Engineer on a one-year contract to lead network planning and improvements. You will oversee pipe and valve maintenance, supervise technicians and contractors, and ensure compliance with water-industry standards.

The role requires a government-approved Civil Engineering degree and at least two years of related experience, with strong analytical and project management skills.

• Ability to lead a group of staff ranging from Senior Technicians, Technicians and contractors.

• Possess good project management skill.

• Ensure continuous, safe and uninterrupted water supply to all consumers.
• Ensure pipe burst repairs are carried out within approved service interruption timeframes.
• Monitor, analyze and optimize network pressure to maintain a minimum of 10 metres.
• Lead long-term strategic planning for network expansion, upgrades, and NRW reduction initiative.
• Ensure full compliance with WSIA 2006, SPAN and UTG requirements.
• Strategically manage revenue-related operational activities, including meter reading and billing improvements.
• Develop and maintain effective relationships with internal departments, government agencies, and external stakeholders.

Job description

Ensure continuous, safe and uninterrupted water supply to all consumers

Ensure all pipe burst repairs are carried out within approved service interruption timeframes

Ensure the pipe burst rate does not exceed 0.6 km per year

Monitor, analyze and optimize network pressure to maintain a minimum of 10 metres

Implement comprehensive scouring and air-scouring programmes for network reliability

Ensure accurate GPS and valve location data for GIS updating and network realignment

Optimize cost-effectiveness of pipe burst repairs, minimize downtime, and manage operational budgets

Lead long-term strategic planning for network expansion, upgrades, and NRW reduction initiative

Ensure comprehensive maintenance programmes for major, incoming, and outgoing valves

Ensure full compliance with WSIA 2006, SPAN, and UTG requirements

Ensure high customer satisfaction and timely resolution of complaints

Achieve district meter replacement programme (minimum 80% meters exceeding 8 years)

Ensure plumbing submissions are connected within 7 days after payment

Enhance effectiveness of water supply disconnection activities to improve revenue collection

Strategically manage revenue-related operational activities, including meter reading and billing improvements

Contribute to corporate objectives and performance targets through operational and strategic initiatives

Develop and maintain effective relationships with internal departments, government agencies, and external stakeholders

Ensure full compliance with occupational safety, health and environmental legislation

Achieve SLA for technical closure across operational modules above 70%

Optimize utilization of resources for all assigned works

Contribute to the reduction of Non-Revenue Water (NRW) through strategic planning

Maintain high performance, productivity, and motivation of staff

Ensure compliance with QMS, ISO and OHSAS requirements

Ensure departmental KPIs are consistently achieved

Requirements:

Degree in Civil Engineering and approved by Malaysian Government

Minimum two (2) years working experience in related field

Strong analytical, problem solving, result oriented and interpersonal skill

Ability to lead a group of staff ranging from Senior Technicians, Technicians, Administrative Officers, consultants and contractors

Ability to work under pressure, tight schedule and stringent environment

Possess good project management skill

Positions offered is contract for one ( 1 ) year prior to the absorption into permanent posts and subject to job performance.
