- Develop and maintain HIRARC, Job Safety Analysis, lockout/tagout, safe operating procedures and Management of Change controls, ensuring that documented safeguards reflect actual site conditions.
EHS Systems, Compliance and Governance
- Develop, review and implement EHS policies, responsibilities, SOPs, contractor-management standards, permit-to-work systems, major-risk controls and emergency-response plans.
- Identify and maintain applicable legal and other requirements, ensuring compliance with DOSH, DOE, BOMBA, local authorities and other relevant Malaysian regulators.
- Support the implementation, maintenance and continual improvement of ISO 45001 and ISO 14001, including internal audits, management-review preparation and closure of external-audit findings.
- Maintain chemical registers, Safety Data Sheets, labelling, storage and use requirements, together with scheduled‑waste records and compliant disposal processes.
Occupational Health and Environmental Management
- Identify occupational-health risks such as noise, chemical exposure, ergonomics and heat stress, and coordinate applicable risk assessments, exposure monitoring, medical surveillance and improvement actions.
- Monitor scheduled waste, emissions, wastewater, resource consumption and other environmental indicators, and respond promptly to environmental abnormalities, complaints and non-conformities.
- Promote pollution prevention, energy and waste reduction, and compliant discharge; analyse occupational-health and environmental data and recommend improvements to management.
Emergency Response, Fire Safety and Training
- Establish and regularly test emergency-response procedures for smoke, battery thermal runaway, fire, explosion and electrolyte leakage; evaluate drill effectiveness and improve the response plan.
Emergency Response, Fire Safety and Training (continued)
- Conduct safety induction, toolbox meetings, specialised-operation training and critical-role training, while monitoring compliance with PPE, chemical-handling and safe-work requirements.
- Inspect fire-protection systems, emergency equipment, eyewash stations, first-aid facilities and evacuation routes to ensure that personnel, equipment and communication arrangements remain ready for use.
Project and Technical Safety Support
- Participate in HAZOP, design-safety reviews, Management of Change, pre-start-up safety reviews and safety acceptance for new projects, equipment and process changes; recommend inherently safer solutions.
- Review permits, isolation arrangements and field controls for high-risk work, including hot work, work at height, confined-space entry, electrical work and lifting operations.
- Manage contractor and visitor EHS qualification, induction, site conduct and performance, ensuring outsourced activities meet company standards.
Incident Investigation, Reporting and Communication
- Investigate accidents, injuries, near misses, environmental incidents and unsafe conditions; perform root-cause analysis and establish corrective and preventive actions.
- Prepare monthly EHS reports, incident statistics, trend analyses and management updates, and track critical risks and corrective-action completion.
- Support government inspections, customer audits and third-party audits, and liaise effectively with regulators, consultants, training providers and testing bodies.
- Support the Safety and Health Committee and encourage employees to report hazards, near misses and improvement ideas, strengthening a proactive safety culture.
Qualifications and Experience
- Diploma or Bachelor's Degree in Occupational Safety and Health, Environmental Management, Engineering or a related discipline.
- Two to five years of relevant EHS experience; experience in lithium-ion battery, electronics, chemical or other manufacturing operations is preferred.
- Where the appointee is designated as a statutory Safety and Health Officer, valid registration with DOSH Malaysia (Green Book) is required. NIOSH SHO certification is an advantage.
- Knowledge of lithium-ion battery processes, including coating, winding, electrolyte filling, formation, module assembly and PACK, with an understanding of thermal runaway, fire safety, chemical and electrostatic controls.
- Practical knowledge of HIRARC, JSA, HAZOP, LOTO, MOC, incident investigation, emergency response and EHS auditing.
- Experience with ISO 45001 and ISO 14001 is preferred. First-aid, fire-safety, chemical-handling or high-risk-work qualifications are advantageous.
- Proficiency in Microsoft Office and EHS reporting systems, with good written and spoken English and Bahasa Malaysia. Mandarin is an advantage.
Core Competencies
- Strong hazard-identification, systems-analysis and technical problem-solving skills.
- Effective communication, training, report-writing and cross-functional coordination skills.
- Ability to influence employees and contractors to follow safety requirements and complete improvement actions.
- Detail-oriented and principled, with the ability to conduct inspections and follow-up independently.
- Calm and professional judgement when responding to emergencies and rapidly changing conditions.
Key Performance Indicators
- Improvement in occupational injuries, incidents, near misses and repeat-event trends.
