Job summary

Universiti Teknologi PETRONAS in Malaysia seeks a seasoned HR leader to strategize and drive Talent Strategy, Planning and Sourcing, aligning manpower needs with the university’s growth and regulatory requirements.

You will lead end-to-end recruitment, organisational design, remuneration governance, and contract management for local and expatriate staff, while upholding governance and ensuring cost effectiveness.

Qualifications

• Proven experience leading manpower planning, recruitment strategy, and talent pipeline development.
• Experience in university operations and recruitment for local and international staff.
• Strong knowledge of organisation design, job evaluation, remuneration strategy and governance.
• Experience managing contracts, expatriate governance, HR compliance or IR matters.
• Deep understanding of HR strategy, workforce planning, talent sourcing, and succession planning.
• Data-driven decision making with ability to translate workforce analytics into strategic solutions.
• Strong stakeholder management, negotiation and influencing across diverse units.
• Strategic thinker translating organisational directions into HR policies and execution.
• Exceptional communication, leadership, advisory and change management skills.

Responsibilities

• Drive and lead Talent Strategy and manpower planning by analysing needs and forecasting hiring.
• Strategize and oversee talent sourcing and remuneration in alignment with planning.
• Advise on organisation design and job management including benchmarking and position descriptions.
• Lead contract management for local and expatriate staff, ensuring compliance.
• Govern governance and assurance of HR policies, procedures and regulatory compliance.
• Oversee departmental administration, budgeting, training, and performance evaluation.
