Job summary

Universiti Teknologi PETRONAS (UTP) seeks a senior HR leader to strategize and drive talent strategy, manpower planning, and end-to-end recruitment. You will shape organisation design, remuneration policy, and expatriate governance while ensuring compliance and cost-effective operations.

Qualifications

• Recognised Bachelor’s or Master’s degree in Human Resource Management, Business Administration, Organisational Development, Industrial Relations or equivalent.
• Proven experience leading end-to-end manpower planning, recruitment strategy, and talent pipeline development for large or complex organisations.
• Experience in university operational setup and recruitment for local and international employees is an added advantage.
• Strong knowledge in organisation design, job evaluation, remuneration strategy, and policy governance.
• Strong experience managing contracts, expatriate governance, HR compliance, or industrial relations matters.
• Deep understanding of HR strategy, workforce planning frameworks, talent sourcing models, and succession planning.
• Data-driven decision making with ability to interpret workforce analytics and translate insights into strategic solutions.
• Strong stakeholder management, negotiation and influencing skills across diverse business units.
• Strategic thinker translating organisational directions into HR policies, systems, and execution.
• Exceptional communication, leadership, advisory and change management skills.

Responsibilities

• Strategize, drive and lead Talent Strategy and manpower planning initiatives.
• Lead recruitment strategy and remuneration to maintain a continuous talent pipeline.
• Provide advisory on organisational design and job management including benchmarking and position descriptions.
• Oversee contract management for local and expatriate staff ensuring compliance with statutory requirements.
• Governance and assurance of HR policies and related procedures.
• Manage department administration including budget, training, performance evaluation, and mentoring.
