Job description

This role is responsible for the design, deployment and management of targeted development interventions for identified talent across the organisation, ensuring alignment with EPF’s strategic talent aspirations and the future leadership pipeline.

It ensures that all development interventions are effectively integrated to strengthen overall talent readiness across the organisation, while working in close partnership with the relevant providers to enable the smooth delivery of identified development programmes.

JOB DESCRIPTION
1. Overall Targeted Programme Development
  • Identify leadership and functional capability gaps using succession priorities, talent assessment insights and business requirements, and translate them into targeted development interventions.
  • Design and maintain an integrated roadmap for Management Development Programme (MDP), Professional Advancement and Valued Education (PAVE) including programme objectives, target participant profiles, selection criteria, delivery approach, governance and success measures.
  • Act as custodian for programme frameworks, standards, schedules, participant records, dashboards and evaluation plans.
  • Undertake continuous market scanning to identify relevant and emerging programmes, providers and delivery approaches aligned with EPF’s evolving organisational needs.
  • Conduct benchmarking and best-practice analysis to keep EPF’s targeted development portfolio competitive, evidence-based and future-ready.
  • Develop strategic relationships with leading universities, business schools, certification bodies and learning providers and assess programme or provider suitability.
2. Management Development Programmes (MDP)
  • Manage and oversee the implementation and continuous enhancement of MDP tailored for all identified talents across organisations, from junior to senior leadership levels.
  • Ensure programmes are aligned with leadership and job-specific competencies as well as organisational strategy.
  • Partner with internal and external stakeholders on development planning, nominations, participant communications, delivery coordination, logistics, progress tracking and issues resolution.
  • Monitor participation, completion, learning application and programme effectiveness and recommend improvements based on data, participant feedback and business outcomes, including contribution to succession readiness and Talent Bench Strength (TBS).
3. Professional Advancement and Valued Education Programmes (PAVE)

Act as the focal point and administer the end-to-end programme participation covering nominations and applications, evaluation and prioritisation, approvals, admission or registration, terms, participant progress until completion.

i. Professional Advancement (Certifications Programme)
  • Manage the Professional Certifications stream for approved, role-relevant (CFA, ACCA, SHRM etc) that build functional depth and support organisational capability requirements.
  • Apply consistent governance for eligibility, nomination or application, evaluation, approval, sponsorship, registration, examination, re-sit, completion and participant obligations.
  • Work closely with internal stakeholders, while liaising with certification bodies and programme providers.
  • Track participant progress and outcomes, maintain records to contribute to the participants career pathways and division talent identification/bench strength discussions.
  • Develop and manage programme budget and financial commitments, including annual forecasting, cost estimation, funding allocation, payment coordination, utilisation and variance monitoring and management reporting to ensure expenditure remains within approved budgets, policy limits and accreditation standards.
ii. Valued Education (Advanced Education Programme)
  • Manage the Valued Education stream for selected employees pursuing approved advanced education, including MBA, EMBA and PhD programmes, aligned with leadership breadth, enterprise perspective, succession priorities and role requirements.
  • Work closely with internal stakeholders, while manage working relationships with approved universities and business schools, including top-tier institutions where applicable, liaise with admissions and programme offices on entry requirements, timelines, fees and documentation, facilitate employee applications and coordinate sponsorship, invoicing and programme-related matters.
  • Track participant progress and outcomes, maintain records to contribute to the participants career pathways and division talent identification/bench strength discussions.
  • Develop and manage budget and financial commitments, including annual forecasting, cost estimation, funding allocation, payment coordination, utilisation and variance monitoring, bonding and management reporting to ensure expenditure remains within approved budgets, policy limits and sponsorship terms.
4. Stakeholders and Governance Management
  • Collaborate with internal stakeholders (e.g. Divisions/Departments, participants) and external stakeholders (e.g. external programme/certification providers, universities, business schools) to ensure effective programme execution.
  • Prepare proposal papers, guidelines, budgets, dashboards and progress or updates for management, relevant committees and the Board.
  • Ensure policy compliance, prudent budget management and adherence to approved eligibility, sponsorship, bonding or repayment, accreditation and record-keeping requirements.
  • Uphold compliance with internal policies and external accreditation standards.
JOB REQUIREMENTS
  • Pass in Bahasa Melayu, including the oral test in Sijil Pelajaran Malaysia (SPM) level or possess an equivalent qualification recognised by the Government.
  • Possess a bachelor's degree in human resources, or an equivalent qualification recognised by the Government from any local or overseas higher learning institution.
  • Minimum of eight (8) years of experience in HR-related fields of talent development, succession planning or leadership development, or any other related fields that meets the role requirement.
  • Hands‑on experience managing the end‑to‑end lifecycle of management or leadership programmes, higher‑education or professional certification programmes experience across two or more of these areas is an advantage.
  • Sound knowledge of talent and succession management, competency‑based development, programme evaluation, sponsorship governance, accreditation requirements and provider management.
  • Strong analytical, result‑oriented, process‑driven, self‑starter with the ability to multitask and work both independently and as a team member.
  • Good interpersonal skills, able to work in a diverse environment and build good working relationships with business partners.
  • Good report‑writing, communication, and presentation skills.
  • Proficient in both oral and written Malay and English language or a related field
