Job summary

Surbana Jurong Sabah project is seeking a Quality Assurance and Compliance Monitor to oversee civil and structural construction activities. You will review EPCC works, verify materials, conduct inspections, and document test results.

You will raise NCRs and coordinate with HQ for design issues, leading other disciplines at the site office. Required are a civil engineering degree, BEM registration, CIDB supervision cert, and 8–10 years in industrial civil projects.

Qualifications

• Bachelor's degree in civil engineering or equivalent from a recognized university.
• Registered Engineer with The Board of Engineers Malaysia (BEM).
• CIDB construction supervision certification or equivalent preferred.
• English and Bahasa Melayu; Mandarin an extra advantage.
• 8-10 years of experience in industrial civil and structural construction projects focusing on supervision and monitoring.
• Experience with gas engines, gas turbines, or thermal power plant EPCC projects is an added advantage.
• Experience with foundations and structures for heavy industrial equipment preferred.
• Strong knowledge of civil engineering principles and construction practices.
• Familiarity with earthworks, steel structures, buildings, RC structures, piling, and drainage works.
• Ability to interpret civil drawings and technical specifications.
• Knowledge of QC procedures and inspection requirements.
• Understanding of relevant codes and standards.
• Proficiency in Microsoft Office applications.
• Experience with project scheduling and reporting tools.
• Sabah residence or prior Sabah experience is a plus.

Responsibilities

• Review EPCC works to ensure compliance with drawings, specifications, and project standards.
• Verify materials and workmanship meet project quality requirements.
• Conduct site inspections, quality audits, and hold-point inspections based on approved ITP.
• Witness material testing and document test results.

Quality Assurance and Compliance Monitor and inspect all civil and structure construction activities, including but not limited to:

• 1) Site preparation and earthworks
• 2) Piling and foundations work for gas engines and auxiliary equipment
• 3) BoP foundations and structures
• 4) Control room and administration buildings
• 5) Storage tank foundation
• 6) Steel Structure installation and erection work
• 7) Buildings and Architectural works
• 8) Building Services Work
• 9) Cable trenches and underground utilities
• 10) Drainage systems
• 11) Roads and pavement
• 12) Gates and fencing

Review EPCC works to ensure full compliance with the approved drawings issued for construction, technical specifications, design requirements, and applicable project standards Verify that construction materials and workmanship meet project quality requirements. Conduct site inspections, quality audits, and hold-point inspections based on the approved ITP. Witness material testing and ensure proper documentation of test results. Raise non-conformance reports (NCRs) and monitor corrective actions where required. Ensure all engineering changes are properly documented and approved before implementation. Communicate and coordinate with the Engineering office in Headquarters for any site issue that require HQ's attention. Act as Lead for other disciplines at site office.

Construction Monitoring and Coordination Monitor daily site activities and construction progress including coordination with other disciplines. Coordinate with EPCC, subcontractors, consultants, and project stakeholders to resolve technical and construction issues. Review the job method statements, inspection and test plans (ITPs), Material Specifications and construction procedures. Identify potential delays, construction risks, and quality concerns and make recommendations for corrective actions. Support construction planning and sequencing to ensure efficient execution of works.

Progress Monitoring and Reporting Track construction progress against approved schedules and project milestones. Measure and verify completed works for progress assessment. Prepare daily, weekly, and monthly progress reports. Maintain records of site activities, inspections, test results, and construction issues.

Technical Review Assisting in resolving the design clarifications and site technical queries. Communicate with HQ Design Office for any matters related to design Support commissioning readiness by confirming completion and compliance of civil works.

Health, Safety, and Environmental Compliance Ensure civil construction activities are performed in compliance with site HSE requirements. Actively participate in the preparation of Job Method Statement and Job Hazard Analysis discussions with the EPCC and HSSE team. Promote safe working practices and participate in safety inspections. Report unsafe conditions and support implementation of corrective actions. Ensure environmental requirements are fully observed and complied during the construction activities.

Qualifications and Requirements:

• Education Bachelor's degree in civil engineering or equivalent from a recognized university.
• Registered Engineer with The Board of Engineers Malaysia (BEM).
• Ideal to have-CIDB construction supervision certification or equivalent.
• Languages: English and Bahasa Melayu, ability to communicate in Mandarin would be an extra advantage.
• Experience Minimum 8-10 years of experience in industrial civil and structural construction projects focus on construction supervision & monitoring.
• Previous experience in gas engines, gas turbines, or thermal power plant EPCC projects site construction is an added advantage.
• Experience in the construction and installation of the foundations and structures for heavy industrial equipment is preferred.
• Strong knowledge of civil engineering principles and construction practices
• Familiarity with earthworks, steel structural works, buildings, reinforced concrete structures, piling and foundation works, sewerage, road and drainage, and other infrastructure works.
• Ability to interpret civil engineering drawings and technical specifications.

• Candidates who's currently residing and working in Sabah, or have prior working experience in Sabah will have added advantage.
