Job summary

CMY Capital Sdn Bhd is seeking an experienced Property/Facilities Manager to oversee daily operations of a residential development in Kuala Lumpur. You will lead a team of property management and maintenance staff, ensure preventive maintenance, and manage energy conservation and building automation initiatives.

The role requires a minimum of 5 years' experience in managing high-rise residential properties, with strong knowledge of life safety systems and statutory compliance.

Qualifications

Bachelor's degree in Estate Management / Property Management or equivalent.
Minimum 5 years of experience in relevant property management.
Experience managing high-rise residential properties is preferred.

Responsibilities

Oversee and execute daily operations of the residential development in accordance with company policy and to achieve minimum performance / service delivery standard.
Lead a team of property management and maintenance staff to ensure proper execution and implementation of planned preventive maintenance on building systems / components.
Assist in planning, devising, setting up and executing action plans on preventive maintenance, upgrading / improvement works, energy conservation, building automation systems enhancement and related activities.
Actively participate in administering, controlling and executing life safety systems including fire alarm, firefighting, building security, and evacuation broadcast systems.
Assist in devising, setting up, training and executing emergency response procedures for building operations, including building shutdowns and evacuations.
Oversee service delivery by external third party providers (security, janitorial, landscape, pest control, car park management).
Familiar with legal and statutory requirements related to operations under the Joint Management Body / Management Corporation and management of common property.
Prepare committee/board meetings and general meetings in accordance with legal requirements.
Attend to and resolve complaints from Owners/Residents/Tenants and ensure timely delivery of services.
Coordinate defect rectification between project development/contractor team and unit owners.
Conduct regular inspections to identify and follow up on construction defects related to architecture, M&E, fire and life safety.
Assist in preparing annual service charge budget and oversee cash flow, collections and expenses to monitor variances.
Liaise with Finance Department to implement credit control measures against delinquent accounts.
Undertake other duties as prescribed by the Management within the job scope.

To lead a team of property management and maintenance staff to ensure proper execution and implementation of planned preventive maintenance on building systems /components.
To assist in planning, devising, setting up and to execute action plans on preventive maintenance, upgrading / improvement works, energy conservation, building automation systems enhancement and the like related to the residential development.
To actively participate in the administering, controlling and execution in ensuring the proper functionality and response of life safety systems of the building including but not limited to fire alarm system, fire fighting system, building security system and emergency evacuation broadcast system.
To assist in the devise, set-up, training and the execution of emergency response procedures with regards to building operations systems. This shall include but not limited to coordinating building shutdown, evacuation procedures; and to directing and administering fire alarm testing exercises.
To actively participate in the administering, controlling and overseeing performance and service delivery in building operations/services by externally appointed third party service providers including but not limited to security services, janitorial cleaning services, landscape maintenance, pest control and flushing-out program and car park management and operations.
Familiar with legal and statutory requirements related to the operations of the residential development under the Joint Management Body (JMB) / Management Corporation (MC) and to manage and operate the common property on the residential development in accordance with the requirements.
Preparation of committee/board meetings and general meetings of the JMB / MC in compliance with legal and statutory requirements.
To attend to and resolve complaints, feedback and enquiries from Owners, Residents and Tenants; and to ensure timely delivery of management services at the highest level.
To coordinate defects rectification in the units and/or common property of the residential development between the project development / contractor team and the individual Unit Owners.
To conduct regular inspections to identify, report and follow up on rectification of construction defects in the residential development related to architectural aspects, mechanical and engineering systems, fire and life safety requirements among others.
To assist in the preparation of annual service charge budget for the residential development and to oversee cash flow, collections and expenses to monitor budget variances.
To liaise with Finance Department in effecting execution of credit control measures against delinquent account holders
To undertake other duties and responsibilities as prescribed by the Management within the overall job scope of the position.
