Assistant Procurement Manager (Logistics, Transportation & 3PL Warehousing)

Key Role: Logistics, Transportation, Sea/Air Freight & Warehousing

Value-Added Role: Support the Digital Solution Technology Department in procuring software, hardware, maintenance services, and related requirements.

Department: Procurement / Supply Chain

Reports To: Senior Manager, Procurement

Job Purpose :

The Assistant Procurement Manager is responsible for developing and executing procurement strategies for logistics and distribution services, including transportation, sea freight, customs brokerage, freight forwarding, and third-party warehousing (3PL). The role ensures cost competitiveness, service excellence, regulatory compliance, risk mitigation, and continuous improvement of logistics operations while supporting business growth and customer service requirements.

Key Responsibilities :

(1) Strategic Sourcing & Procurement

Develop and implement sourcing strategies for Domestic transportation, distribution services, sea freight and shipping freight forwarding, customs clearance, third-party warehousing (3PL), cross-border logistics services and logistic related purchases.

Lead RFQ/RFP/tender exercises and contract negotiations.

Identify and evaluate potential logistics service providers.

Drive annual cost optimization and productivity initiatives.

Benchmark logistics rates and market trends to ensure competitiveness.

Develop category strategies aligned with business goals.

(2) Logistics & Transportation Procurement

Manage procurement activities for: Primary transportation, Secondary transportation, Dedicated fleet services, Milk tanker and bulk transportation, Container haulage & Last-mile delivery services.

Monitor transportation market trends, diesel price movements, bunker adjustment factors (BAF), and freight indices.

Negotiate transportation rates, fuel surcharge mechanisms, and service level agreements.

Ensure transportation vendors comply with legal and safety requirements.

(3) Sea Freight & International Logistics

Source and manage contracts for: Ocean freight, Shipping lines & Freight forwarders.

Negotiate: Ocean freight rates, Free-time and detention terms, Demurrage clauses & Service commitments.

Monitor freight market developments and shipping capacity risks.

Support import and export logistics activities.

(4) Third-Party Warehousing (3PL) Management

Lead sourcing and contract management for warehousing providers.

Evaluate warehouse providers based on: Cost, Capacity, Service quality, Capabilities & Geographic coverage

Negotiate warehousing rates and service agreements.

Support warehouse network optimization projects.

Monitor warehouse performance and utilization.

(5) Contract Management & Governance

Draft, review, negotiate, and administer logistics contracts.

Ensure clear service level agreements (SLAs) and KPIs are established.

Manage contract renewals and supplier performance obligations.

Ensure procurement activities comply with company policies and governance requirements.

(6) Cost Management & Value Creation

Deliver annual procurement savings targets.

Identify logistics optimization opportunities, including: Route optimization, Fleet utilization improvement, Consolidation opportunities, Warehouse productivity enhancement & Freight cost reduction.

Monitor logistics spend and budget performance.

Generate procurement savings reports for management review.

Identify risks related to:Capacity shortages , Carrier disruptions , Port congestion ,Regulatory changes & Safety and compliance issues .

Develop contingency and business continuity plans.

Ensure compliance with: Transportation regulations, Customs requirements ,Trade complianceSafety standards & ESG and sustainability policies .

(8) Stakeholder Management

Collaborate closely with: Supply Chain, Logistics & Distribution Manufacturing, Finance

Customer Service & Commercial Teams .

Support business expansion and network optimization projects.

Provide procurement insights and recommendations to senior management.
