Base Maintenance Malaysia seeks an Assistant Manager, HR (Regional Shared Services) to lead end-to-end HR support for regional offshoring programmes and serve as the primary HR contact for offshore employees and regional stakeholders.
You will coordinate onboarding, deployments, transfers and offboarding for regional staff, and drive scalable HR processes, HRIS governance, payroll coordination and compliance across the region.
Lead and manage end-to-end HR support for regional offshoring programmes between BMM and overseas business units.
Serve as the primary HR contact for all offshore employees and regional stakeholders.
Coordinate manpower onboarding, deployment, transfers, repatriation and offboarding for regional employees.
Support the expansion of regional shared services by developing scalable HR processes and governance.
Partner with overseas business units to support workforce planning, hiring and organisational growth.
Manage end-to-end HR operations covering recruitment support, onboarding, confirmations, promotions, salary movements, transfers, contract administration, employee mobility, offboarding and employee lifecycle activities.
Ensure employment documentation, personnel records and HR files are maintained in accordance with company policies and statutory requirements.
Provide timely HR advice and operational support to employees, managers and regional stakeholders.
Coordinate Employment Pass, Professional Visit Pass, Dependant Pass and other immigration-related matters.
Manage cross-border employee mobility, international assignments and work authorisations.
Liaise with government agencies and external service providers on immigration and employment matters.
Oversee HRIS administration, employee master data, organisational structures and reporting.
Ensure HR data accuracy, confidentiality and governance through regular audits and validation.
Drive HR digitalisation and automation initiatives to improve operational efficiency.
Partner with Payroll and Finance to ensure accurate payroll processing, statutory submissions and employee benefits administration.
Coordinate monthly manpower cost recovery, headcount reconciliation and billing for regional offshoring programmes.
Review salary adjustments, allowances and employee movements for accuracy and compliance.
Support budget planning and manpower costing for regional operations.
Ensure compliance with employment legislation, company policies and regional HR governance requirements.
Support employee relations matters including disciplinary cases, grievances, investigations and policy interpretation.
Maintain HR documentation and operational processes in accordance with internal controls and audit requirements.
Lead HR transformation, HRIS enhancement and process improvement initiatives.
Develop and maintain HR policies, SOPs, governance frameworks and service standards.
Standardise HR processes across regional shared services operations.
Support implementation of new regional HR programmes and business expansion initiatives.
Build strong partnerships with regional business leaders, HR teams, Finance, Payroll, IT and external stakeholders.
Coordinate with overseas business units to ensure service delivery expectations and SLAs are met.
Foster a customer-focused HR service culture that delivers responsive, accurate and value-added support.
Undertake any other HR projects, assignments, or responsibilities as delegated by Management.
Bachelor's Degree in Human Resource Management, Business Administration, or related discipline.
Minimum 6-8 years’ experience in HR Operations, Regional HR, Shared Services, or HR Business Partnering.
Experience managing regional or multinational workforce operations.
Experience in employee mobility, immigration or cross-border HR administration would be an added advantage.
Strong knowledge of Malaysian employment legislation and statutory requirements.
Hands-on experience in HRIS, payroll coordination, HR compliance and employee lifecycle management.
Experience in HR transformation, process improvement and digitalization initiatives.
Strong analytical, communication and stakeholder management skills.
Able to work independently and ability to manage multiple priorities in a fast-paced regional environment.
Proficient in Microsoft Office applications, particularly Microsoft Excel, Word, PowerPoint.
